This position is a Park Ranger, GS- 0025-9/11 working in Lakeview, OR for the R1-Sheldon-Hart Mountain NWR Complex. This position is also open to status candidates under announcement R1-24-12250929-MT-MP. You must apply to each announcement separately if you wish to be considered under both recruitment methods. NOTE: This is NOT a Park Ranger (Law Enforcement) position.

Duties

The major duties listed represent the grade level of GS-11. At lower grade level, you will perform assignments of a more limited scope and with less independence. As a Park Ranger your duties will include, but are not limited to, the following: Develops, manages and maintains a high quality and balanced visitor services program by providing opportunities in compatible wildlife-dependent recreation activities, as appropriate to the refuge, and the secondary uses and other programs that may support them. Develops and implements interpretive and environmental education programs. Coordinates with other refuge staff to measure impacts of visitor use on wildlife/habitat; develop, conduct, and analyze surveys and visitor use studies; minimize conflicts between the refuge's visitor use and wildlife and management goals, and recommends program changes as needed. Leads the development of refuge specific products, special events, facilities, and cross-program training. Coordinates, develops and implements a variety of step-down plans for the VS program, such as: Sign Plan, Interpretive Plan, Environmental Education Plan, Hunt Plan, and Fishing Plan. Serves as planning team member for Visitor Services issues during preparation and reviews of the refuge's Comprehensive Conservation Plan. With the assistance of Regional Visitor Services and Regional Refuge Law Enforcement staff, coordinates public safety issues with the law enforcement program, identifies and addresses public safety issues and concerns, such as facility conditions and potential hazards, and ensures that appropriate visitor safety and education information is communicated through media such as brochures, visitor contacts, and signage. Determines type, amount, and location of work to be accomplished for each activity; calculates cost of each activity based on staffing, equipment, supplies, and material requirements; and drafts and submits for approval the annual VS budget and operating program. Administers the refuge's program for commercial and non-commercial special use permits, and other permits as needed. Develops and manages partnerships with community organizations and corporations (Scouts, service organizations, local governments and businesses). Coordinates with adjacent landowners, state, Federal, tribal, and non-profit organizations, including those with jurisdictional overlap, to stimulate cooperation and joint planning in Refuge goals. Administers the volunteer program as described in the Volunteer and Community Partnership Act and Service Policy. Serves as the refuge's primary media contact, functioning as the refuge's public affairs officer, and coordinating activities through the Regional External Affairs Office as appropriate. Develops contacts with area media outlets including print, radio and television.

Qualifications

Only experience and education obtained by 01/16/2024 will be considered. In order to qualify for this position, you must possess both theMinimum Qualification. Minimum Qualification [GS-9] One year of specialized experience equivalent to at least the GS-7 level in the Federal service that equipped you with the particular knowledge, skills and abilities needed in order to successfully perform the duties of this position and that was in the same field or field directly related to this position. Specialized experience may include: 1) participating in the development of visitor service program, including: community programs, visitor interactions, or event planning 2) developing interpretive materials, such as pamphlets, exhibits, and signs; 3) working with others in the community or region on mutual project or goal setting.4) acting as liaison with community to provide orientation to visitor service programs; 5) presenting interpretive programs such as orientation talks, environmental education programs, walks, or demonstrations. NOTE: Your resume must contain sufficient information (i.e., complete begin/end dates, work schedule, duties performed, etc.) for each period of work for consideration. OR Successfully completed 2 full academic years of progressively higher level graduate education or master's or equivalent graduate degree in a field of study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. NOTE: Transcripts required. OR Combination of graduate level education and specialized experience, both as described above which, when computed as percentages of their respective requirements, total at least 100% of the qualifications required. Only graduate education in excess of the first full year may be used in this calculation. NOTE: Transcripts required, and your resume must contain sufficient detail describing this level of experience to meet this standard. Minimum Qualification [GS-11} One year of specialized experience equivalent to at least the GS-9 level in the Federal service that equipped you with the particular knowledge, skills and abilities needed in order to successfully perform the duties of this position and that was in the same field or field directly related to this position. Specialized experience may include: 1) being responsible for multiple aspects of a comprehensive visitor services program for a conservation area, such as serving as a visitor center manager; 2) building collaborative partnerships with community organizations; 3) implementing visitor services policy for a conservation area; 4) designing interpretive/education products such as brochures, panels, and exhibits; 5) conducting environmental education programs. NOTE: Your resume must contain sufficient information (i.e., complete begin/end dates, work schedule, duties performed, etc.) for each period of work for consideration. OR Successfully completed 3 full academic years of progressively higher level graduate education or PH.D or equivalent doctoral degree in a field of study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. NOTE: Transcripts required. OR Combination of graduate level education and specialized experience, both as described above which, when computed as percentages of their respective requirements, total at least 100% of the qualifications required. Only graduate education in excess of the second full year may be used in this calculation. NOTE: Transcripts required and your resume must contain sufficient detail describing this level of experience to meet this standard. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
