You will serve as a FINANCIAL MANAGEMENT ANALYST in the FINANCE DIVISION of NAVY WARFARE DEVELOPMENT.
Duties
You will provide financial management support across the enterprise to support Assistant Chiefs of Staff, Directors, Deputies and their staffs on budget policy, fiscal law, and financial management regulations and directives.
You will monitor commitments, obligations and expenditures for assigned programs/funds and provides funds status reports.
You will develop and brief recommendations to Budget Officer/Comptroller and inform management when reprogramming actions are needed.
You will review and evaluate budget requests and report obligations and expenditures.
You will develop, determine, and interpret budgetary policies, practices, and procedures.
You will research and locate accounting, budgetary, and financial information and prepare summaries for use by managers.
You will use a variety of accounting systems to analyze, forecast, and control resources/funds for special programs, payroll, and travel.
You will create dashboards using visualization for use by managers.
You will extract financial information from databases to ensure compliance with financial regulations.
You will formulate budget and cost estimates to support plans, programs, and activities.

- This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience tracking and controlling funds for special programs, and performing a variety of other fiscal, accounting or financial management duties and responsibilities.
Experience applying budgetary, accounting, and/or financial administration practices, procedures, regulations and policies of the organization.
Experience reviewing and evaluating budget requests, control and reporting of obligations and expenditures.
Experience analyzing obligation reports to assist with fund control or ensure cost centers are not over obligated.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a master's or equivalent graduate degree
or
Successful completion of 2 full years of progressively higher level graduate education leading to such a degree
or
Possession of a LL.B. or J.D., if related
or
A combination of experience and education as described above that equates to one year of experience.
