The Office of Surface Mining Reclamation and Enforcement (OSMRE) is a bureau within the United States Department of the Interior. OSMRE is responsible for establishing a nationwide program to protect society and the environment from the adverse effects of surface coal mining operations, under which OSMRE is charged with balancing the nation's need for continued domestic coal production with protection of the environment.
Duties
This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement (OSMRE), Regions 3,4 and 6, Office of the Regional Director (ORD) in Alton, IL.
At the full performance level GS-09 the major duties of this position include, but are not limited to the following:
1. Serves as the budget/financial resources coordinator for the Regional Director's Office to include compiling data for use in budget formulations that are needed to cover travel, services, supplies, equipment, mail, professional services, repairs, maintenance, communications, training, and other related Office of the Regional Director (ORD) expenses.
2. Coordinates and assists in HR regional actions to include informing the Regional Director of the status of ongoing personnel actions and recommending appropriate actions or suggests alternatives.
3. Serves as timekeeper for the Regional Director office staff.
4. Review, organize, maintain, and manage confidential files and records.
5. Provide logistical support to the Mid-Continent Regions for a variety of activities, including scheduling and securing facilities for meetings, conferences, and hearings.
OSMRE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Range Information:
GS-08: ($55,598 - $72,276) per annum.
GS-09: ($61,408 - $79,830) per annum.
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements: To qualify for this position you must meet A, B or C for the series/grade to which you are applying.
GS-08
A. Education: 1 and 1/2 years of progressively higher-level graduate education or a master's or equivalent graduate degree in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position.
OR
B. Specialized Experience: To qualify for the GS-08, you must possess at least one full year of specialized experience equivalent to at least the GS-07 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Working with budget and related financial methods, techniques, practices and procedures. 2) Maintaining records while adhering to applicable policies, procedures, and practices; AND 3) Maintaining time keeping and attendance systems. Must Meet All.
OR
C. Combination of Education and Experience: Combination of total qualifying experience and education required for the grade level that totals 100% of the requirement.
GS-09
A. Education: 2 years or a master's or equivalent graduate degree in public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position.
OR
B. Specialized Experience: To qualify for the GS-09, you must possess at least one full year of specialized experience equivalent to at least the GS-08 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Working with budget and related financial methods, techniques, practices and procedures. 2) Maintaining records while adhering to applicable policies, procedures, and practices. 3) Maintaining time keeping and attendance systems; AND 4) Compiling data for use in budget formulations such as travel, services, supplies, equipment, mail, professional services, repairs, maintenance, communications, training.
