You will serve as a SUPERVISORY PROGRAM MANAGER in the CROSS-WARFARE TRAINING PRODUCTS DIVISION or in any DIVISION/BRANCH in the ACQUISITION MANAGEMENT DEPARTMENT in the of NAWCTSD ORLANDO.

Duties

You will support the Program Director in successful execution of all assigned program directorate responsibilities. You will interface directly with external sponsors and fleet customers, as appropriate, on matters of requirements, cost, schedule, performance and execution. You will develop and defend fiscal requirements in support of the budget process. You will develop and analyze the total financial assets required for the acquisition and operations of new training systems, as well as the continued operations, maintenance and life cycle support of existing systems. You will directly supervise a staff of Project and Assistant Project Managers and provide oversight of program execution.

  • Generally, current federal employees applying for STRL jobs must serve at least one year at the next lower pay band. This requirement is called time-in-band. Time-in-band requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (NM-04) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate some or all of the following: 1) Developing and executing training system acquisition plans and strategies as well as life cycle support plans for fielded systems; 2) Providing leadership and direction for improvement to the processes and people who are engaged in the planning and execution of assigned training and training systems programs; 3) Providing proactive projection of Naval Air Warfare Center Training Systems Division's (NAWCTSD) mission and capabilities with the full range of customers and suppliers; 4) Developing and analyzing the total financial assets required for the acquisition and operations of new training systems, as well as the continued operations, maintenance and life cycle support of existing systems; 5) Developing and defending fiscal requirements in support of the budget process.
