About the Position: The Walter Reed Army Institute of Research (WRAIR) aims to conduct biomedical research that is responsive to Department of Defense and US Army requirements and delivers lifesaving products including knowledge, technology and medical material that sustain combat effectiveness of the Warfighter.
Duties
Provide civilian personnel management advisory services and assistance.
Participate in civilian personnel activities to include recommending, providing guidance related to and initiating personnel actions (i.e., recruitment, awards, incentives, contingency appointments and/or extensions, etc.).
Prepare PowerPoint presentations and/or Excel spreadsheets in support of the Human Resources (HR) Division.
Use various Human Resources Information Systems (HRIS) and databases to perform tasks in support of civilian personnel programs.
Serve as liaison on all matters relevant to civilian personnel management including the development, modification, implementation and interpretation of human resources policies and/or regulations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Secret security clearance required.
- Two year probationary period may be required.

WRAIR is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The DJ-03 pay band is equivalent to the GS-11 step 1 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within the pay band will be accomplished through the pay for performance management system. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualifications:
Specialized Experience: One year of specialized experience which includes (1) providing advisory services related to Federal civilian human resources; (2) using a Federal Human Resources Information System (HRIS) such as the Defense Civilian Personnel Data System (DCPDS); and (3) conducting analysis in support of Federal civilian personnel programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09/DJ-02).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, Business Management, and Human Resources.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
