This position is located in Office of the Chief Financial Officer. As a Financial Program/Cost Analyst, you will implement, coordinate, and/or oversee a variety of financial management related activities impacting USCIS operations and provide professional assistance and direct support to OCFO.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Direct, implement coordinate and/or oversee a variety of fiscal management related activities impacting USCIS activities or operations. Develop policy and/or procedural documents; research of applicable laws, regulations and/or policy; and development of various Financial Management reports within assigned area. Lead a process/project for the conversion of agency goals to an action plan for a primary organizational unit or equivalent, which may require the applicant to resolve complex or non-routine Financial Management problems. Gather statistical data and narrative information, perform analysis, summarized results, identified problem areas, and propose/implement solutions or provide expert advice to senior officials. Represent the organization during discussions with other Federal agencies and private organizations doing business with DHS on matters involving financial management and accounting issues. Responsible for the development of policy and/or procedural documents; research of applicable laws, regulations and/or policy; and development of various Financial Management reports within assigned area.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 01/11/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 01/11/2024. GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Supporting the development and revision of policies and procedures in financial management areas; Applying accounting theories/concepts, methods, practices and techniques in order to collect, classify, and evaluate financial data; Supporting management staff in a variety of matters related to the application of accounting policy, auditing and financial management concepts/standards to meet mission requirements. OR A master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related OR a combination of education and specialized experience listed above.
