This position is a SUPERVISORY FISH & WILDLIFE BIOLOGIST, GS- 0401-14 working in Arcata, CA for the R8-Arcata Fish and Wildlife Office.
This is a temporary promotion not to exceed 1 Year. Temporary promotion may be extended up to 5 years or may be made permanent without further competition.
Duties
As a SUPERVISORY FISH & WILDLIFE BIOLOGIST your duties will include but are not limited to the following:
This position serves as Field Supervisor of the Fish and Wildlife Office, Pacific-Southwest Region, U.S. Fish and Wildlife Service (Service), located in Arcata, California. The incumbent has responsibility for all programs and activities associated with Ecological Services, including Endangered Species Regulatory and Recovery Programs, Habitat Restoration, Fisheries and Aquatic Conservation, Strategic Habitat Conservation, Conservation Partnership Programs and Trinity River Restoration programs throughout northern coastal California. This position is responsible for carrying out the Service's Congressionally legislated authorities, court-mandated actions, Treaty and Native American Trust Responsibilities, Department of the Interior (Interior) Policies and National Goals, including, but not limited to, the Endangered Species Act, the Fish and Wildlife Coordination Act, the Partners for Fish and Wildlife Act, the Migratory Bird Treaty Act, the Clean Water Act, the National Environmental Policy Act, Sikes Act, numerous other Federal laws, policies, and administrative regulations. This position is directly supervised by the Assistant Regional Director of Ecological Services or the Deputy Assistant Regional Director of Ecological Services. Implementation of the above Service mandates includes endangered species consultations; development of habitat conservation plans, critical habitat designations, recovery plans, and listing/delisting efforts; implementing habitat restoration actions; working with the states, Native American tribes, and other federal agencies on land management issues; developing and implementing conservation and recovery actions, and appropriate research studies. The duties involve creativity, leadership, and direction to conserve and enhance fish and wildlife trust responsibilities of the Service and Interior. This position supports the Regional office in activities including implementation of the above authorities and responsibilities, budget development and program implementation, and personnel workloads and assessment. The office is multi-disciplinary involved in scientific and technical issues including the identification, development, planning, and implementation of investigative projects and field studies; basin and sub-basin management and restoration plans; development and negotiation of cooperative and interagency agreements; development and prioritization of multi-million dollar budgets and agreements, budget justifications and impact statements; development and maintenance of program briefing statements; and development of policy, guidance or direction necessary for the restoration, protection, enhancement, management and use of fish and wildlife resources.

Qualifications
Only experience and education obtained by 01/15/2024 will be considered.
In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.
Basic Requirement:
Successfully completed a full four-year course of study in an accredited college or university leading to a bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline closely related to fish and wildlife biology; OR
Possess a combination of education and experience: Courses equivalent to a major, as shown in (1) above, plus appropriate experience or additional education.
Minimum Qualification [GS-14]
Possess at least one year of specialized experience at or equivalent to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience includes: 1) managing a multi-disciplinary natural resources program and leading others to achieve defined goals; 2) serving as a senior expert advisor on issues, projects, or programs related to endangered species and Endangered Species Act Section 7 consultations, Section 10 actions (HCPs, SHAs, CCAAs) and Section 4 Classification action (listing and recovery; 3) providing technical and policy guidance to staff regarding natural resource conservation and management; 4) consulting and negotiating effectively on complex natural resource conservation and management programs, policies, and activities; 5) preparing reports, briefing materials, and position papers on natural resource conservation and management programs, policies, and activities; and 6) providing full range of supervision or leadership over a team focused on the conservation of natural resources.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time In Grade Requirement: Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the JOA. Specifically,
i. Area of Consideration.
ii. Time-in-grade (TIG) requirements as specified in 5 CFR 300, Subpart F.
iii. Time after competitive appointment as specified in 5 CFR 330.502.

Education
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
