The positions are located on the Umpqua National Forest and the Willamette National Forest.
This position serves as Facility Operations Specialist, responsible for the Facilities Management Program for the Supervisor's Office and the ranger districts.

Duties
Participate in managing all phases of the buildings and facilities maintenance program, including installation, maintenance and repair of mechanical, electrical, refrigeration and pumping systems.
Manage and arrange daily, weekly and monthly inspections as well as annual, 3-year and 5-year planning for buildings, utilities, grounds, sanitation and other facilities.
Oversee tasks such as repair and replacement of components of buildings, septic and water systems, electrical systems, heating and refrigeration systems, grounds maintenance.
Conduct facility safety and health compliance inspections and monitor compliance with safety and health regulations.
Evaluate and monitor equipment costs and make recommendations regarding efficiencies.
Serve as Level I Contracting Officer Representative for maintenance and service contracts for the facilities.
Requirements

Qualifications

Specialized Experience Requirement: GS 11 level. Specialized experience is defined as one year of specialized experience equivalent to at least the GS-9 grade level; Qualifying specialized experience includes meeting one or more of the following: managed all phases of the buildings and facilities maintenance program, including installation, maintenance and repair of mechanical, electrical, refrigeration and pumping systems associated with specialized operations; oversaw major repetitive tasks such as repair and replacement of components of buildings, septic and water systems, electrical systems, heating and refrigeration systems, grounds maintenance, snow removal from walkways, paths, compound road system, parking lots and roofs, as necessary; monitored equipment costs and use, developed budget and cost estimates for facilities; conducted maintenance inspections and condition surveys, including acting as a COR (Contracting Officer's Representative);
OR
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work and with major study in engineering, industrial arts, property management, or business administration;

An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.) as described above. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work and with major study in engineering, industrial arts, property management, or business administration.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
