You will serve as a Environmental Engineer/Physical Scientist in the Environmental Business Line (EVBL) of NAVAL FACILITIES ENG COMMAND HAWAII. Salary range for 0819 Positions: GS-11 $83,920-$106,610 GS-12 $93,143 - $117,311 (special pay table 414H) Salary range for 1301 Positions: GS-11 $75,640- $98,330/ GS-12 $90,662 -$117,856

Duties

You will advise planning and design personnel and base/environmental planners on environmental issues and provide comments and make recommendations on proposed actions or projects. You will plan, coordinate, and conduct environmental compliance surveys and audits of activities. You will manage one or more environmental programs (e.g., air, hazardous waste, aqueous film forming foam, underground storage tanks, SPCC, etc.) and maintain compliance with environmental laws, regulations, and policies. You will write environmental reports (e.g., permit submittals, fact sheets, issue papers, decision documents) relevant to current projects or programs. You will plan, program and execute projects to comply with environmental permits, applicable federal and state regulations, and internal Navy policies. You will support Region and installation/base personnel on environmental issues and training requirements. You will support initiatives and requirements by higher echelon commands. You will communicate with regulatory agencies regarding specific environmental issues impacting Navy mission in Hawaii. You will serve as a Contracting Officer's Representative on environmental contracts.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying environmental compliance concepts, theories, principles, practices, and techniques necessary to ensure that environmental concerns are properly identified and resolved; 2) Applying expertise knowledge of guide specifications, criteria and policy, industry codes and standards, and standard practices as related to environmental compliance issues; 3) Providing guidance of local, state, and federal laws, codes, and other statutory requirements affecting environmental issues; 4) Utilizing and applying knowledge of related civil and sanitary engineering fields and their associated impacts as related to environmental engineering compliance; 5) Interpreting the latest developments in environmental laws and practices to assess environmental impact, develop contingency plans, plan containment facilities, and initiate cleanup actions for toxic spills; and 6) Managing A-E contracting procedures and skill in negotiating a fair and reasonable price for A-E contracts and change orders. For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying environmental compliance concepts, theories, principles, practices, and techniques necessary to ensure that environmental concerns are properly identified and resolved; 2) Supplying specifications, criteria and policy, industry codes and standards, and standard practices as related to environmental compliance issues; 3) Assisting with guidance of local, state, and federal laws, codes, and other statutory requirements affecting environmental issues; 4) Applying general knowledge of related civil and sanitary engineering fields and their associated impacts as related to environmental engineering compliance; and 5) Applying knowledge of latest developments in environmental laws and practices to assess environmental impact, develop contingency plans, plan containment facilities, and initiate cleanup actions for toxic spills. Education

For the 0819 Professional Environmental Engineering Series:

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
