About the Position: Serves as Facility Operations Specialist for an Army Heath Care Platform (HRP) performing duties as a project manager with the Facility Management Branch of McDonald Army Health Center (MCAHC).

Duties

Plans, budgets, programs and executes funds necessary to maintain programs. Analyzes data from Defense Medical Standard Supply System (DMLSS) to assist in forecasting budget requirements over the Program Objective Memorandum cycle (six years out). Plans, coordinates, and implements a comprehensive facility project management program to provide an optimum level of service with minimal disruption. Evaluates the condition of all medical, dental, veterinary, and other assigned facilities to determine maintenance, repair, renovation, modernization, and improvement requirements, including major component systems. Plans, arranges, and coordinates the design of projects, including preliminary cost estimates, performance work statements and specifications for contracted services, resolving conflicts in design parameters. Establishes controls to ensure information contained in the automated data base is correct; conducts analysis of reports to identify abnormal trends; and ensure work is accomplished in a timely fashion. Track, monitor, and maintain utility systems usage records, to include reporting to the Command or higher Headquarters as needed and preparation and management of the Utility System Management Plan, e.g. water, electric, and gas.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering, Industrial Arts, Property Management, or Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Facilities InspectionFacilities ManagementFacilities Operations and Maintenance Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
