As a Building Manager, you will be responsible for planning, management, coordination, and direction of the operation and maintenance of GSA-operated space in Federal Buildings. Location of position: GSA, Public Buildings Service, Facilities Management Division, Seattle, WA. We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

Serve as chief advisor on all matters of building operations and facilities management due to the expertise of tact and personal relations skills that must be exercised when dealing with Secretaries, Assistant Secretaries, Department Heads and Program Managers, or Commission Heads. Advise tenant agencies on the development of plans, specifications, statements of work and construction drawings for projects proposed. Advise agency top management on alternatives or problems not addressed in agency plans. Meet regularly with top management to establish and revise relative priorities and time scheduling of projects to mutual satisfaction. Administers contracts, such as, operation and maintenance of building systems, elevator maintenance, custodial operations, trash and debris removal, recycling etc. Coordinates with the other PBS business lines, as applicable, regarding space allocations and agency requests for relocation and validates justification. In response to agency inquiries, consults with top level occupant agency management regarding potential plans for assignment and utilization of office, storage and special purpose space. Makes certain that usage and space rehabs, conversions or modifications comply with the life safety codes, environmental codes, and applicable jurisdictional codes. Supervises on-site subordinate Buildings Managers, professional and/or technical staff members, administrative/clerical staff members and works with the custodial and mechanical supervisors and custodial inspector employees. Conducts evaluations through discussions with top management of tenant agencies, monitoring of project schedules, and completion dates, and through structured formal inspection onsite of in progress and completed work. Revises program plans and priorities and reallocates manpower, materials and funds based on an assessment of the program's success.

Qualifications

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected. To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is defined as: evaluating policies, implementing programs, and independently making decisions relating to the operation and maintenance of buildings and leased space; analyzing the effectiveness of facility operations, automated systems and  equipment; developing and maintaining strong working relationships with customer agencies, lessors, contractors, and client personnel; and managing or monitoring real property budgetary and financial data.
