This position is part of the Office of Intelligence and Counterintelligence, Department of Energy. As a Intelligence Research Specialist, you will work closely with division leadership to analyze credible cyber threats to critical infrastructure in DOE and U.S. energy sector networks.
Duties
This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.
As a full performance GS-13, Intelligence Research Specialist, you will:
Plan and produce intelligence analysis on developing strategic, tactical, and technical cyber threat issues to support key stakeholders in the U.S. government and the U.S. energy sector.
Collaborate with Cyber Analysis Division staff and other elements of Department of Energy, Office of Intelligence and Counterintelligence (DOE-IN), the Intelligence Community, DOE's national laboratories, DOE and National Nuclear Security Administration (NNSA) program offices and relevant energy industry stakeholders.
Translate complex technical and cyber-related terminology to convey meaningful intelligence to both technical and non-technical audiences.
Maintain regular communication on project statuses and issues with the Branch Chief.
Requirements

- Must obtain and maintain a current "Q" security clearance.
- Must obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty.
- Must successfully complete an initial CI evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.

For the GS-13, experience must be equivalent to GS-12 level:
Conduct intelligence research, analysis, or production by utilizing all available sources of intelligence reporting to maintain understanding of threat tactics, techniques, or procedures of adversaries.
Recognize gaps in intelligence reporting related to cyber and energy security mission to provide intelligence requirements to collection elements.
Participate in oral or written presentations to convey ideas, facts, assessments, estimates, or projections to inform policy, programmatic, operational, or Intelligence personnel of findings.
For the GS-12, experience must be equivalent to GS-11 level:
Assist with intelligence research, analysis, or production by utilizing all available sources of intelligence reporting to maintain understanding of threat tactics, techniques, or procedures of adversaries.
Analyze potentially malicious cyber intelligence behaviors and activities to minimize the threats in the cyber world.
Prepare briefings by gathering information to convey ideas, facts, assessments, estimates, or projections to inform policy, programmatic, operational, or Intelligence personnel of findings.
