(GS-09) The primary purpose of this position is to serve as a Human Resources (HR) Specialist (Recruitment & Placement) in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques. (GS-11) The primary purpose of this position is to provide comprehensive recruitment and placement services for assigned organizations AF wide. _____________________________________________________________ DUTIES: (GS-07) Provides recruitment and placement services to assigned organizations. Codes and processes a variety of personnel actions. Researches data and drafts responses to customer inquiries. Participates in planning, monitoring, and conducting special studies, projects, and initiatives. (GS-09) Provides recruitment and placement services to assigned organizations. Processes a full range of personnel actions. Provides recruitment and placement advisory services to organizations serviced. Assists in special initiatives, studies and projects, and affirmative employment activities. (GS-11) Receives, reviews, and analyzes recruitment requests and supporting documentation from serviced organizations. Codes and reviews all types of complex personnel actions. Participates in special initiatives, studies and projects, and affirmative employment activities. Performs a full range of staffing advisory services to organizations serviced.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series. (GS-07) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the fundamental HR methods, principles, and practices related to recruitment and placement sufficient to advise on and/or resolve moderately complex, non-confrontational, well precedented factual, procedural, and/or recurring issues for which there are one or more readily apparent solutions. Knowledge of standardized analytical and evaluative methods and techniques sufficient to make informed judgments, provide management advisory, and resolve issues of limited scope. Knowledge of DCPDS to input, store, retrieve data and perform quality review of data elements; as well as knowledge of office applications and automated systems to perform correspondence and reporting duties; a qualified typist is not required. Knowledge of the functional relationships between HR specializations. OR EDUCATION: Successful completion of one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in Human Resources or a subject area related to the position and am claiming Superior Academic Achievement. NOTE: You must submit copies of your transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience that meets the requirements of the position. NOTE: You must submit copies of your transcripts (GS-09) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of fundamental HR methods, principles, and practices of recruitment and placement and of the occupational design of positions within assigned organizations to analyze position requirements and to decide upon and apply a standardized recruitment strategy. Knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems of limited scope and complexity. Knowledge of merit promotion and affirmative employment programs, plans, and techniques in order to effectively apply them. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them. OR EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources Management. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience that meets the requirements of the position. NOTE: You must submit copies of your transcripts (GS-11) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Federal HR recruitment, placement and affirmative employment concepts, principles, regulations, programs and practices to recommend innovative methods and strategies to resolve problems of job turnover, workforce planning, downsizing, and reinvention initiatives. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them. Skill in troubleshooting and resolving the most difficult problems associated with providing comprehensive recruitment and placement advisory services. Skill in communicating to managers the rationale for exclusion of individuals on job certificates in such a way as to promote understanding and acceptance of decisions. Ability to identify the true nature of management HR problems and persuasively recommend alternative solutions for them. Ability to make authoritative judgments; and prepare effective analyses, briefings, and reports. Ability to use automated personnel data system to document, review, correct, amend, and/or approve personnel actions. OR EDUCATION: Successful completion of a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources Management. NOTE: You must submit a copy of your transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience that meets the requirements of the position. NOTE: You must submit copies of your transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

(GS-07)

  3. Knowledge of the functional relationships between HR specializations.
  4. Skill in applying basic principles, provisions, laws, regulations, practices and techniques of staffing and recruitment.
  5. Ability to gather and analyze facts, and draw conclusions from information.
  6. Ability to communicate information clearly, orally, and in writing.
(GS-11)
  1. Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, policies, and analytical techniques.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
  • Name/Rank/Grade of Service Member
  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
  • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
  • Must be certified within 120 days of anticipated discharge
  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
