This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Duties

Clinical Responsibilities: 1. Provides a full range of psychological services at all levels of complexity for patients within the General Mental Health - Behavioral Health Interdisciplinary Program (BHIP), with service delivery to include intake evaluations, psychological diagnostic assessment, and psychotherapy. 2. Provides evidence-based psychotherapies (e.g., DBT, PE, CPT) in individual, family, couples, and group formats for a wide-range of Veterans with mental health needs. 3. Serves as a member of a BHIP team, providing psychological consultation to an interdisciplinary team for Veterans mental health care needs, and provides consultation to other professional staff across the Durham VAHCS. 4. Functions independently as a member of the Durham VA HCS Medical Staff, with full clinical privileges. Assumes complete professional responsibility for his clinical assessment findings, patient care decisions, and documentation. 5. Completes all VA required, mandatory trainings Training Director Administrative responsibilities: The incumbent has broad program management responsibilities for the Psychology Internship Training Program, which include the operation and management of an APA (American Psychological Association) accredited doctoral internship. The Training Director has oversight of administrative and programmatic resources of the Psychology Internship Training Program which are highly specialized and complex, offering fully developed internship rotations. The trainees and clinical supervisors that participate in the programs significantly impact the delivery of health care service to Veterans and other citizens in the region in a wide range of settings across a large collaborative health care system. The incumbent will organize, direct, administer and manage all aspects of the program including comprehensive planning, developing and implementing policies and procedures, determining needs of the program, overseeing the quality and quantity of training, and establishing program initiatives and direction with the limitation of available staff and budget. Some of the core duties include: 1. Maintaining a comprehensive evaluation system of these trainees that is consistent with APA guidelines. 2. Incorporate feedback from trainees, supervisors, and other sources to continuously assess and improve the quality of the internship program. 3. Develop program self-studies as need to maintain national accreditation. 4. Orientation of interns to the health care center, mental health services, and the respective training opportunities (10 clinical rotations). 5. Mentoring and supervising interns. 6. Chair monthly Training Committee Meeting 7. Chair annually established Selection Committee meetings and recruitment/selection process for Psychology Internship Program. 8. Develop and maintain informational/recruiting websites for the Psychology Internship Training Program. 9. Develop and maintain program brochure for the internship training program. 10. Respond to email requests for the PDF file Brochure for the Internship training program from potential applicants. 11. Coordinate training with other discipline specific training programs in the Health Care Center and with psychology faculty at East Carolina University 12. Assist in the development of the Internship Didactic Training Calendar to provide Psychology Interns with the necessary training required by APA to become an independent licensed psychologist. 13. Coordinate programming within the training program with managers of other programs in Mental Health, as well as with discipline supervisors of affected staff. Decisions made in this position significantly affect staff and other resources associated with the Psychology Internship Training Program, other training programs in the health care center, and the wide range of programs that the clinical supervisors support with clinical services. These decisions, although made in consultation with those affected, have wide latitude and independent judgment. 14. Manage the work of the program and its staff, ensuring that work is assigned in a systematic way that meets medical center and VA guidelines/standards. 15. Have responsibility for the two (full-time) interns and broad programmatic responsibility directing the training activities of the doctoral level psychologist clinical preceptors that participate in the program. 16. Program Evaluation: Administer and analyze survey data of previous psychology interns for the purpose of evaluating the Psychology Internship Program. 17. Program Evaluation: Ensure that survey data from interns on each didactic presentation is analyzed and interpreted for the purpose of evaluating the didactic/training program. Qualifications

BASIC REQUIREMENTS. The basic requirements for employment as a VHA psychologist are prescribed by Public Law 96-151 codified in 38 U.S.C. § 7402. To qualify for appointment, all applicants for the position of psychologist in VHA must meet the following: a. Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3.g, this part.) b. Education (1) Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology. OR (2) Have a doctoral degree in any area of psychology and, in addition, successfully complete a re-specialization program (including documentation of an approved internship completed as part of the re-specialization program) meeting both of the following conditions: (a) The re-specialization program must be completed in an APA, or a CPA accredited doctoral program; and, (b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. NOTE: The applicant must provide an official transcript and/or certificate documenting the completion of the re-specialization program, which includes completion of an APA or CPA internship. [Psychologists who have successfully completed a re-specialization program as described above and who were employed by the Department of Veterans Affairs prior to the implementation of this standard are considered to have fully met the educational requirements of these qualification standards.] [OR (3) Have a doctoral degree awarded between 1951 and 1978 from a regionally accredited institution, with a dissertation primarily psychological in nature.] AND (4) Internships(a) Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR (b) New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern. OR (c) VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement. OR (d) Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.) [OR(e) Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally accredited institution with a dissertation primarily psychological in nature may fulfill this internship requirement by having the equivalent of a one-year supervised internship experience in a site specifically acceptable to the candidate's doctoral program. NOTE: Psychologists who meet the requirements of this revision and who were employed by the Department of Veterans Affairs prior to the implementation of this standard are considered to have fully met the requirements of this qualification standard.] c. Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. (1) Exception. Non-licensed applicants who otherwise meet the eligibility requirements may begiven a temporary appointment as a "graduate psychologist" at the GS-11 or GS-12 grade under the authority of 38 U.S.C. § 7405 [(c)(2)(B)] for a period not to exceed two years from the date of employment on the condition that such a psychologist provide care only under the supervision of a psychologist who is licensed (2) Loss of Credential. A psychologist who fails to maintain the required licensure must be removed from the occupation, which may result in termination of employment. At the discretion of the appointing official, an employee may be reassigned to another occupation if qualified and if a placement opportunity exists. (1) Board Certification. Persons hired to psychology positions in the VHA who completed an internship that was not accredited at the time the program was completed must be board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (2) Loss of Credential. Once board certified, psychologist must maintain a full, valid and unrestricted board certification to remain qualified for employment. A psychologist who fails to maintain the required board certification must be removed from the occupation, which may result in termination of employment. f. Physical Requirements. See VA Directive and Handbook 5019. g. English Language Proficiency. Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, section A, paragraph 3j. Grade Determinations. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates: Staff Psychologist, GS-13 (Full Performance, Level) (a) Experience. At least two years of experience as a professional psychologist, with at least one year equivalent to the GS-12 grade level. References: FEBRUARY 7, 2018, VA HANDBOOK 5005/103 PART II APPENDIX G18 The full performance level of this vacancy is GS 13. The actual grade at which an applicant may be selected for this vacancy is at the GS 13. Physical Requirements: The incumbent must be able to exercise a high degree of emotional and mental discipline at all times in order to continue to carry out duties effectively. This is especially necessary during time periods when the incumbent encounters significant or extreme duress as a result of interactions with patients.
