This position is located in Cape Lookout National Seashore, in the Facility Maintenance Division. Open to the first 50 applicants or until 01/20/2024 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration.

Duties

Coordinates with park staff in developing projects in the Project Management Information System (PMIS). This includes coordinating work orders, reviewing park prepared PMIS for accuracy, and independently develops and prepares facility projects in PMIS. Oversee the work of lower-graded facility employees, and support staff who perform multiple maintenance activities, such maintaining cabin camps, performing historic preservation projects and conducting routine maintenance activities. Serves as Contracting Officer's Representative (COR) on contracts. Observe contractor progress and quality of work to ensure contract specifications are met. Identify and report error or omissions in contract documents. Develop project based on work orders that include scope of work, facility data, cost estimates, prioritization of work assignments, and scheduled start and completion dates for each task and the project. Manages the parks project management system and serve as the lead on project development, approval, and implementation. Area Information: Cape Lookout National Seashore (CALO) preserves 56 miles of North Carolina's Southern Outer Banks which includes a lighthouse, wild horses, and two historic villages. Most of CALO is located on four barrier islands accessible only by boat. Park offices, with beautiful waterfront views of Core sound, are located on Harkers Island which is connected to the mainland by roads and bridges. Harkers Island and other nearby small surrounding communities have a variety of residences for rent or sale where basic services and elementary schools are available. The historic town of Beaufort (population of 4,199 census 2016) and Morehead City (population of 9,402 census 2016) have all the necessary conveniences including a hospital, high schools, and a community college. North Carolina's Crystal Coast is a popular tourist destination location offering a wide variety of year-round recreational opportunities including fishing, boating, swimming, and golfing. It is an area that has fantastic sunrises and sunsets, friendly people, commercial fishing, and fresh seafood. The climate is temperate with warm summers with an average air temperature of 80 degrees and mild winters with an average air temperature of 45 degrees. Requirements Continued: You may be required to travel overnight away from home up to 1-5 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel authority. The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment. All qualifications must be met by the closing date of this announcement-01/20/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. To qualify for this position at the GS-1640-09 grade level, you must possess at least 1 of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-1640-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Your resume must include hours per week worked for your prior job history in order to receive credit. -OR- EDUCATION: Successful completion of at least a master's degree or equivalent in engineering, industrial arts, property management, or business administration. You must include transcripts if qualifying based on education, official transcripts are required upon selection. -OR- Successful completion of a combination of education and experience as described above. To combine education and experience, only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience. The total combined specialized experience and education must equal at least 100 percent of the required length of the specialized experience to qualify. You must include a copy of your transcript. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
