This position is part of the Interior Business Center (IBC), Human Resources Directorate (HRD), Payroll Operations Division (POD). The incumbent will be responsible for designing and developing training courses, preparing and publishing manuals, webpages, and work instructions. The selectee must physically report to the duty station. This is not a 100% remote position.

Duties

Analyzes training requirements and develops training material using the appropriate medium. Writes processing procedures and requirements based on analysis of data gathered for pay, debt, and benefit topics. Drafts web content and maintains the web pages to ensure web pages provide useful and up-to date information on pay related issues and events to a very board client audience. Assists with researching, writing, and maintaining operational and procedural manuals, guides, and work instructions related to payroll, accounting, debt, and benefits topics. Provides written correspondence in draft form to all levels of management of client agencies, external agencies and organizations, Freedom of Information Act (FOIA) and Congressional Inquires and subpoenas.

Qualifications

You must meet one of the following qualifications: A. One year of specialized experience equivalent to at least the GS-05 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes experience tailoring technical information to specific audiences (e.g., the public, technical specialists, and the media); experience working with a broad range of sources of information to create and edit documents using diverse formats (e.g., training guides, procedural guides, work instructions, etc.); experience researching and analyzing information; experience with a personnel payroll system and its payroll processing procedures; and experience editing and proofreading technical documents. OR B. One full year of graduate level education. (Note: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (Applicants who select this response must provide transcripts as verification of their education). OR C. A combination of experience and education as defined above which equals 100%. For example, I have 6 months of experience and 6 months of graduate level education. (Note: Applicants who select this response must provide transcripts as verification of their education) OR D. A bachelor's degree with Superior Academic Achievement. (Superior Academic Achievement (SAA): If you are claiming SAA, you must submit documentation by the closing date of the announcement showing that you have successfully completed all requirements for a bachelor's degree AND meet one of the following requirements: 1. A grade point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of under graduate study. 2. A grade-point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. 3. Rank in the upper one-third of your class in the college, university, or major subdivision. 4. Membership in a national honor society (other than freshman honor societies) recognized by the association of College Honor Societies. Note: If more than 10 percent of your courses were taken on a pass/fail basis, your claim must be based on class standing or membership in an honorary society.) Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
