IOWA ARMY NATIONAL GUARD - TITLE 5 EXCEPTED SERVICE POSITION
This position is restricted to current Title 5 employees of the Iowa Army National Guard USPFO Supply and Services Division.
LOCATION: USPFO, JOHNSTON, IOWA
Duties
As a GENERAL SUPPLY SPECIALIST (TEMPORARY) (TITLE 5), GS-2001-9/11, you will perform the following duties.
GS-09:
1. Performs developmental assignments of moderately difficult and complex nature consisting of well-precedented tasks designed to orient the employee in the application of General Supply programs and activities. Assignments are combined with training to develop analytical skills and techniques used to resolve issues or problems of a procedural or factual nature.
2. Performs recurring assignments. Independently performs work assignments which gradually increase in difficulty and complexity. Incumbent determines the practices and procedures to use in accomplishing conventional tasks and interprets and adapts guidelines in order to resolve procedural or factual issues. Recommends solutions or a course of action for problems not covered by instructions, policies, or accepted practices as a General Supply Specialist.
3. Carries out special projects and participates in special initiatives and studies. Performs special assignments in support of the organization; e.g., researching policy and comparing to new or modified guidelines to assess impact; analyzing and providing substantive evaluation of data affecting program operations; developing reports and briefings outlining study findings and recommendations; preparing and coordinating reference papers and documentation to support project initiatives; presenting reports to a variety of audiences.
4. Prepares written correspondence and other documentation. Drafts or prepares a variety of documents to include newsletter items, responses to routine inquiries, reports, letters, and other related documents. Uses software such as word processing, spreadsheets, program language, plotting software, etc., to facilitate work.

GS-11:
1. Incumbent is responsible for the operation of the Post Subsistence, Area Cantonment, Ammunition, Property Book, Petroleum Supply, General Supply and Warehouse Sections. Assures an efficient safety program within the areas of responsibility. Serves as chairman of the installation menu board, responsible for adjusting menu items to meet the requirements of trainees during all temperature conditions.
2. Supervises technicians, contract employees, and temporary employees engaged in support of the site to include subsistence, ammunition, billeting, warehouse and building issues. Responsible for the operation of the Logistical Support Operations Center. Develops and implements policies and programs required to provide maximum logistical support to using organizations conducting training at the site.
3. Directs activities pertaining to property accounting and responsibility, supply economy, supply discipline, and maintenance of pertinent records. Directs activities concerned with salvage and protection of supply items. Initiates and coordinates instructions to ensure the proper training of subordinates in all supply matters. Responsible for the preparation and timely submission of reports of petroleum serviceability and consumption; for ammunition reports covering forecasts from training commands, expenditures, and reports of malfunctions to higher headquarters to include HQ FORSCOM. Responsible for the procurement and distribution of topographical maps of the training site and vicinity. Responsible for the receipt, storage and release of materiel requisitioned and consigned to the training site by visiting training organizations.
4. Establishes procedures for the uniform inventory of subsistence and ammunition items at the close of each training period to ensure necessary stocks are available for the ensuing period. Establishes systematic procedures for final inventory of all materiel at the close of the training season. Reports excess materiel for disposition. Responsible for the periodic inspection and maintenance of materiel in storage so as to eliminate deterioration and waste. Establishes procedures for the systematic issue and turn-in of property at the beginning and closing of each training period. Provides each State concerned with a property loss report, ammunition consumption report, and subsistence cost report. Responsible for the orderly issue and turn-in of cantonment area buildings, administrative facilities and equipment to organizations conducting training. Manages funds for the procurement of logistical and administrative supplies to support the site. Submits requirements for site supplies and reports monthly expenditures to all branches.
5. Communicates with organizations scheduled to utilize site facilities on matters of policy and directives and furnishes advice on policy and operations. Attends conferences and meetings with NGB personnel, other governmental agencies, higher headquarters, state National Guard commands and activities on logistic matters, policies and directives.

MINIMUM EXPERIENCE: Experience, education or training involving administration of supply management, storage, cataloging, packaging and distribution or other work which provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems
SPECIALIZED EXPERIENCE:GS20019/11- Applicant must have at least 24 months of the following experience:
GS-09 -1-year specialized experience equivalent to at least the next lower grade.
Demonstrated ability researching documents or other resources to coordinate inventory requirements. Knowledge of stock levels, inventory, shipping, receiving, requisitioning and requirements of supplies and equipment.
Experience involving the control of supply stocks and accounting for equipment. Knowledge of supply management, cataloging, maintenance, and disposal procedures.
Experience which required person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc. Demonstrated experience with cost estimates, budgets, or funding management.
Experience conducting extensive and exhaustive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support for supply activities.
GS-11 - 1-year specialized experience equivalent to at least the next lower grade.
Supervising and/or managing supply personnel and a variety of supply functions.
Knowledge on the entire inventory management supply system.
Experience coordinating with other organizations on complex and controversial supply issues.
Experience providing advice and guidance on supply regulations to upper levels of management regarding supply functions.
Experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc.
