The incumbent practices as the Specialty Clinics Clinical Nurse Manager who has 24-hour responsibility for the operation of the Specialty Clinics (Chemo/Infusion, Oncology, GI Liver, Infectious Disease, Medicine Specialty, Dermatology, Radiation Oncology, Pain/Neurology) in the Nursing Service of Patient Care Services within John D. Dingell, VA Medical Center, located in Detroit, MI.
Duties
The Incumbent provides leadership in the planning and implementing of care to patients in the medical center Specialty Clinics provide acute and chronic preventive care and coordinate referrals. Male and female patients range in age from young adult to geriatric. Common medical conditions include diabetes, hypertension, COPD, cancer, and infectious diseases, etc. The clinical nurse manager demonstrates technical and operational knowledge and can apply these skills in the clinical setting. Operates a variety of specialized therapeutic and life support equipment. The CNM is accountable for identifying, addressing, and reporting barriers that impede patient care. Collaborates with other supervisors/staff, physicians, and ancillary services to resolve these concerns. Consults with patients/families, when necessary, serving as patient advocate. Functions as Patient Care Service leave granting official, monitors time and attendance of assigned staff. Analyzes and upgrades patient care through quality improvement activities. Assists with orientation and training of nursing staff, evaluates and documents staff performance. Strives to maintain clinical competencies through continuous study, in services and participation in obtaining continuing education units. The CNM must be ACLS and BLS certified. The incumbent demonstrates leadership and mastery of practice in delivering efficient, comprehensive, and continuous patient -driven holistic care through active collaboration, communication, and coordination of resources. Works in partnership with assigned Specialty Care Providers, and Specialty Care Coordinators to review specialized group of patients for effective disease and chronic care coordination.
Executes position responsibilities that demonstrate leadership, experience, and creative approaches to management of complex patient care.
This position requires flexibility in schedule and assignments to ensure availability to subordinates and efficient operations. The incumbent must be poised and articulate well in communicating with people of varied educational levels and ethnic backgrounds. Willing to work collaboratively and cooperatively as a member of a team across the Medical Center. Makes efficient, and safe caring for the Veteran his/her priority. Demonstrates excellent customer experience principles in all aspects of work. Self-motivated in the pursuit of meeting professional work standards and expectations.
As the CNM and frontline supervisor, the incumbent ensures that the staff under his/her supervision is trained, competent in their area of practice. The CNM coaches' staff, deals with employee conduct and performance issues, completes recurring reports, and performance appraisals in a timely manner.
Incumbent ensures that staff are able to demonstrate and/or verbalize the proper use, reprocessing and maintenance of equipment used in their department and specific equipment leading to initial competency and validation of ongoing competency at least annually. Incumbent must ensure that staff are able to demonstrate knowledge of use and reprocessing according to Reusable Medical Equipment (RME), Job Instruction Sheets (JIS), and Standard Operating Procedures (SOP). Adheres to all VA Medical Center policies/procedures, Network Standards, federal, and state guidelines. Maintains compliance with other regulatory agencies, The Joint Commission (TJC), and Infection Control. Complies with safety rules and regulations for safe job performance and fire protection. Ensures staff practice safe body mechanics, use mechanical devices, and/or request help when needed to prevent injury to patient, self, or others. Ensures prompt reporting of unsafe or unhealthy environmental situations/conditions. Corrects safety hazards promptly. Puts broken equipment out of service immediately, tags it as such, and follows-through for appropriate disposition of the broken equipment.
CNM ensures appropriate staff training and orientation of assigned staff. Evaluates and documents staff performance and provides timely feedback and development. Strives to maintain professional clinical competencies through continuous study, in services, and participation in continuing education. Serves as relief for Associate Chief Nurse - Section (ACNS) as needed. The CNM will cover off tour house supervision when applicable.
The CNM is responsible for developing staffing plans, estimating safe staffing levels based on established criteria, and regularly proposing and pursing needed staff. When creating staffing plan, CNM is accountable for ensuring the level of staff (RNs and MITs) assigned to the shift, as well as the individual staff competencies.
Work Schedule: Monday - Friday, 7:30 am - 4:00 pm.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required.
Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience.
Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience.
Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Preferred Experience: BSN or higher nursing degree. Minimum 3 years of nurse management experience. Experience with managing/supervising multiple clinical areas.
Physical Requirements: Heavy lifting 45 pounds and over; Heavy carrying 45 pounds and over; straight pulling (4 hours); pushing (4 hours); reaching above shoulder; both hands required; walking (8-12hrs); standing (8-12hours), and repeated bending (8 hours). Both legs required, ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13" to 16" to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and to 20/40 in the other, both eyes required. Ability to distinguish shades of colors, hearing (aid permitted), transferring patients & objects may be required. Don protective clothing in isolation situation or operative/invasive procedures. May occasionally be exposed to patients who are combative secondary to delirium.
