The Telecommunication Specialist serves as an Equipment/Telehealth Technology Specialist in the Telehealth Program by directly supporting the management of operational components of Telehealth and Connected Care across the health care continuum and reports to the Facility Telehealth Coordinator (FTC) Nurse Manager.
Duties
Provides technical support and consultative assistance for all Telehealth and Connected Care programs, technologies, and systems, and serves as a resource for technology installations, configurations, activations, equipment tests, related peripherals, applications, and software. Organizes and implements testing for compatibility of systems and equipment with remote sites. Conducts site visits to determine educational and technical needs.
Major duties include but are not limited to:
Provides technical support to Clinic-Based and Home Telehealth programs.
Troubleshoots communication issues and installs and maintains equipment.
Schedules and provides Telehealth technology maintenance, readiness, and downtime. Incumbent is a resource to offsite technicians and IT staff providing guidance, support, planning, and consultative services.
Monitors and tracks equipment orders and supports the installation of new and existing Telehealth and Connected Care technologies and systems, ensuring they are online and ready for use within established/required timeframes.
Responsibilities include providing technical oversight and programmatic support to Telehealth staff; including, equipment supply management, data sources, and responsible for modifications to improve efficiency or respond to users' needs.
Coordinate Telehealth equipment procedures, regulatory guidance for the implementation of telehealth technical standards and management support for programs such as Clinical Video Telehealth (CVT), Home Telehealth (HT), Store & Forward Telehealth (SFT) and Video-to- Home component of Telehealth.
Develops procedures and systems for establishing and assessing the effectiveness of Telehealth equipment by managing inventory list, evaluation, and monitoring of audits, inspections, and management reviews.
Serves as the primary point of contact for the TMS Systems and Telehealth Management Platform (TMP) equipment entry and updates.
Provide all training on the applications, guidance, and support to system end-users across the facility Telehealth enterprise.
Reviews a wide variety of standard operating procedures with full and complete technical advice for telehealth technologies to ensure they are secured, ready for use within required/established timeframes and accounted for
Work Schedule: Monday - Friday 8:00am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for Ad-Hoc telework. Telework eligibility will be discussed during the interview process.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements
Education
Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR,
Specialized Experience: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
In addition to meeting the IOR listed above, an applicant must also meet the minimum qualifications listed below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Knowledge of electronic communications concepts, principles, practices, procedures, policies, standards, and operational requirements in order to assist in the installation, configuration, activation, and equipment testing of the equipment and related peripherals, applications, and software.
Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning the efficiency and effectiveness of Telehealth program operations.
Ability to identify telecommunication technology issues, quickly analyze the problem, advising and instructing support staff concerning such matters as directives, reports, correspondence, and data collection procedures to a variety of diverse individuals.. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related to the position. Physical Requirements: Physical demands include above average ability, dexterity, and strength to perform the work. There will be walking, standing, bending, stooping, kneeling, crouching, reaching, carrying of items, driving of an automobile, etc. May be required to sit or stand for the majority of a normal tour of duty. Will lift and move equipment up to 20 pounds and will reach above shoulder level in assistance with technology installation. Fieldwork may involve travel for training activities, attendance at meetings and conferences.
