The Office of Human Capital Services (HCS) provides world class customer service to the public and Veterans Benefits Administration (VBA) employees who serve Veterans while ensuring positive interactions through efficient and effective employee life cycle management. HCS Executives and managers, execute priorities that unify strategies to acquire, develop, sustain, and transition talent.

Duties

Major Duties (Included but are not limited to): - Provides guidance and advice on issues associated with technical training. - Identifies training needs using performance needs analysis tools, including but not limited to, surveys, focus groups and task analysis that provide feedback and priorities from employees, managers, supervisors, stakeholders, and program participants. - Recommends innovative programs and new approaches to meet the training needs of the training audience. Considers cost, training objectives, program needs, VA priorities and availability of subject matter experts in formulating recommendations. - Reviews completed lesson plans, training materials, and time requirements with Subject Matter Experts (SMEs) from across the VBA enterprise in order to assure that scope of course content will meet the identified needs of the audience. - Plans and coordinates related training aid development activities to ensure that component parts of major items and quantities specified will meet program requirements for training classes. - Reviews operations, including the meeting of program milestones, timeliness of special projects, efficiency of methodologies employed, procedures followed, and controls applied. - Facilitates and provides training to new supervisors and leaders within the organization, including senior leaders and executives. - Responsible for preparing training materials and delivering instruction on the VBA Training Systems Framework and other training related topics of interest with the goal of improving knowledge of personnel with training responsibilities. - Participates in the planning, development, scheduling, coordination and implementation of the L&D training resources and/or allocations required to conduct training sessions and programs. - Acts as a liaison and/or handles communications with persons and/or groups within and outside VBA. - Fosters and promotes a spirit of cooperation between the various VA entities and apprises the L&D Director and PDA Chief of required interactions between them. - Maintains training program and administrative reference materials including program/project files and relevant background documents. - Evaluates program effectiveness by review of reports, direct observation, discussion with team members and consultation with customers. - Reviews modifications to existing training to determine impact on training aids and lesson plans being used within the PDA leadership training programs. - Revises aids and courses and prepares instructions for revisions. - Analyzes budgetary requirements and prepares budget estimates for travel associated with training. Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation but must have been held in the Federal service. Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-12: 52 weeks at the GS-11 level. GS-13: 52 weeks at the GS-12 level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: To support your claim that you have the required time-in-grade, you must submit your most recent promotion, within-grade increase, or appointment SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. General Adjustment and Award SF-50's CANNOT be used for time-in-grade verification. AND Basic Qualification Requirement: Applicants must meet one of the below listed Individual Occupational Requirements to qualify for the GS-1712 series: Applicants must clearly demonstrate in their application how the standards are met. The basic requirement is to hold a degree in Education, or a subject area related to the position being filled; OR possess specialized experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. AND Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized Experience GS-12: Experience in creating and delivery training content. Develops complete, full-length courses using Adobe or similar products (i.e Adobe Connect, Adobe Captivate, Adobe Cloud). Reviews and evaluates audiovisual aids of substantial scope, that are often in untried form, and assesses the adequacy of the product. Develop or oversee the production of classroom handouts, instructional materials, aids, and manuals and stays abreast of new trends and tools. Specialized Experience GS-13: Experience in creating and delivery training content. Develops complete, full-length courses using Adobe or similar products (i.e Adobe Connect, Adobe Captivate, Adobe Cloud). Reviews and evaluates audiovisual aids of substantial scope, that are often in untried form, and assesses the adequacy of the product. Develop or oversee the production of classroom handouts, instructional materials, aids, and manuals and stays abreast of new trends and tools. Instructs courses that cover advanced technical systems or subject-matter areas comparable to the upper-division undergraduate level. OR Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary, although some slight physical effort may be required.
