This position is located in the Division of Clinical Services at Crownpoint Service Unit. The primary function of the position is to serve as an Assistant Clinical Director and provides supervision of planning, development, organization, integration, administration, and evaluation of the Outpatient Clinics. Oversees the work of assigned staff, integrates the needs of the different clinics; the needs of the work units with other branches within the Service Unit.

Duties

Manages and directs strategic planning, policy formulation, budget management, human resource management, performance improvement, quality management, information management, equipment and supplies management and planning and management of specialty clinics. Maintains regulatory commission readiness to include policies and processes that contribute to certification of the facility and medical staff requirements. Makes informed decisions regarding the hospital's direction in purchasing and development of equipment and developing infrastructure for optimal utilizing of assigned units. Interviews and examines patients, reviews past medical history, and requests and/or performs diagnostic tests and examinations deemed necessary to obtain all appropriate information related to each case. Refers patients to appropriate contract medical or other government facilities, provides full clinical information for care and diagnostic procedures that cannot be adequately provided by local Indian Health Service facilities.

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical Colleges; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates, a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association, (AMA) or Accreditation Council for Graduate Medical Education (ACGME) . In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below- MINIMUM QUALIFICATIONS: For GS-15:5 years of graduate training in the specialty of the position to be filled or equivalent experience and training. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples Include: Direct involvement with managing, developing and coordinating a comprehensive clinical, preventive, and public health approach to health programs. Develop and implement guidelines, standards, policies, and procedures. Demonstrate knowledge in supervisory and budget management principles in order to effectively recruit and manage a diverse staff, achieve Agency objectives and manage resources. Develop and implement data collection and evaluation activities to perform program evaluation. Provide guidance, advice and expertise in a team environment. SELECTIVE PLACEMENT FACTOR - Board Certification:In addition to the minimum requirements, the following certification is determined to be essential to perform the duties and responsibilities of a particular position. Applicants who do not meet a selective placement factor are ineligible for further consideration. (Must submit a copy with your resume). I meet this selective factor or will meet it within 6 months. I am eligible to achieve board certification in specialty of a Family Practice or Internal Medicine, or combined Internal Medicine and Pediatrics Specialist (Med-Peds) within six month of employment OR I currently possess required certification and have submitted documents with my application to support achieved certification(s). The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service. You must meet all qualification requirements within 30 days of the closing date of the announcement.
