This position is located at the Aleda E. Lutz VA Medical Center, in Saginaw, MI, serving as an Equal Employment Manager with full responsibility for establishing, organizing, and directing an Equal Employment Opportunity (EEO) Program that provides services to a region.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but may not be limited to the following: Serves as the principal advisor to the organizational leadership and staff for a region by providing expert advice on all matters related to the EEO program on the feasibility and impact of EEO plans, policies, and decisions. Provides leadership, advice and counsel to line and staff, managers/supervisors in the development and implementation of the organization's affirmative action plan. Coordinates EEO activity with the Human Resources Office(s) staff and establishes and maintains effective contacts with community elements interested in equal opportunity. Develops and promotes EEO program publicity and reference materials ensuring EEO program is communicated to the workforce. Manages the EEO Complaints processes; and ensures formal complaints are processed within established time limits and in accordance with published regulations and polices. Maintains strict impartiality when working with complainants and responsible management official (RMO). Determines acceptability of formal complaints and dismisses those that are untimely or not within purview of applicable regulations; and advises complainants of their right to appeal local determinations. Develops recommendations to management on the level and mix or resources (staff, money, space, and equipment) to be assigned to the program. Evaluates program activities and functions to measure the degree of success of program efforts; and recommends changes in program methods and approaches based on evaluation results. Performs other related duties as assigned. TO QUALIFY FOR THIS POSITION AT THE GS-12 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: Possess one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-11 level in the Federal service. Specialized experience includes: carrying out the laws, regulations, procedures and policies governing equal employment opportunity (EEO); directing the day-to-day operations of an EEO program; informing and advising management officials and employees on EEO program requirements; and establishing and maintaining relationships with various contacts involved with equal opportunity. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: Regular and recurring work generally involves sitting at a desk and sitting in conferences and meetings except for occasional visits to facility work sites. Occasional use of automobile and public conveyance may be required. No special physical exertion is required. The work is performed in a typical office setting. Special safety precautions are not required.
