The incumbent of this position performs as a Tractor Operator operating wheel-mounted tractors and towed or attached equipment.
This position is covered by AFGE bargaining unit. Per the Master Agreement, the Area of Consideration will be:
FIRST - Facility-wide (including satellites)
SECOND - Administration or Staff office posting the vacancy
THIRD - The Department or from any other appropriate source
Duties
Major Duties include, but not limited to:
Operates farm-type tractors through hydraulic or mechanical controls.
Operates vehicles that are equipped with air brakes.
Operates a variety of heavy equipment with attachments or towing equipment, bulldozers, backhoes, snowplows, dump trucks, street sweeper, etc.
Operates lifting devices, such as forklifts, lift beams and swivel-hooks, hoists, and elevating platforms, to load, unload, and stack material.
Follows specifications when attaching appropriate equipment to the tractor (including hydraulic and mechanical power and control systems) and safely adjust it for the type of work to be performed.
Completes all assignments as quickly as possible without delay with dexterity and dependability.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements/Working Conditions: Work requires standing, walking, climbing, crouching, kneeling, stooping and reaching, pushing and pulling of equipment. The employee must be able to lift and carry heavy materials and equipment.
** All Applicants must possess a current and valid state-issued commercial driver's license with a class B rating with air brake and passenger endorsement (No N1 or N2 restrictions)
The employee primarily works outside and is exposed to all kinds of weather conditions. The employee is exposed to high and low temperatures, strains from handling heavy objects, cuts and abrasions from tools and equipment. The employee may be exposed to chemical dust and sprays and may need to wear protective clothing and respirators.
