You will serve as a ELECTRICAL ENGINEER in the MACHINERY INTEGRATION AND CONTROL SYSTEMS DIVISION (SEA05Z1) of NAVSEA HQ FIELD SUPPORT. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.

Duties

You will address design, operation, and maintenance questions for new design and in-service control systems. You will obtain fleet feedback on machinery and ship control system operation and maintenance on other platforms and analyzing system performance. You will evaluate and incorporate the latest development of Controls and Monitoring Systems in the field into technical plans, proposals and specifications governing subsequent systems design, development, production, procurement, and utilization. You will consult with Ship Design Managers, Program Managers, Technical Warrant Holders, Deputy Warranting Officers, Chief Engineer (CHENG), Program Executive Office (PEO) staff and other top officials. You will plan and conduct investigations, risk assessments, analyses and design modifications of subsystems and new equipment. You will develop electrical engineering guidelines for command headquarters and for field activities. You will present organizational briefings to convey strategic vision or organizational policies.

Qualifications

In addition to basic education requirements, your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 equivalency), in the federal service or equivalent experience in the private or public sector as a professional engineer providing engineering guidance on systems design requirements to obtain feedback on machinery or control systems for operations and maintenance testing. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A (above)

OR

Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
