You will serve as a VIRTUAL TRAINING PROGRAM MANAGER (SECURITY & PROPERTY) in the JOINT/FLEET TRAINING DIV of COMMANDER US FLEET FORCES COMMAND.
Duties
You will serve as the Fleet Forces Navy Continuous Training Environment (NCTE) Program Manager (Security and Property) for the Navy’s single NCTE program.
You will provide cyber, personnel, and property security oversight and management of the NCTE Program as executed by Naval Surface Warfare Center (NSWC) Corona.
You will coordinate with the NSWC Corona PM (RS20P) Live, Virtual, Constructive (LVC),
Division Manager (RS20), LVC Enterprise Services Manager (RS20E), LVC Training Operations Manager (RS20T), and LVC Site Manager (RS20S) as a management team.
You will develop and deliver the LVCt integrating architecture and environment.
You will develop NCTE interoperability standards.
You will integrate systems command (SYSCOM)-developed tactical training systems.
You will operate and maintain the NCTE in support of Fleet synthetic training, Fleet live training, LVC events, Operational Level of War (OLW) exercises, and Joint Staff/inter-service training and exercises.
You will ensure that the appropriate operational security posture (e.g., network and system security, physical and environmental protection, personnel security, incident handling, security training and awareness) is implemented and maintained.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
FOR THE GS-14:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying Mastery knowledge and experience in Fleet/Joint training and the functions of cyber, personnel and property security management in support of the Navy Continuous Training Environment (NCTE) environment is required.
Experience applying knowledge of government contracts, development strategies and processes for monitoring contract performance and funding execution.
Experience demonstrating knowledge of Fleet and Joint training programs, the Optimized Fleet Response Plan (OFRP), the Fleet Response Training Plan (FRTP), Fleet Training Continuum (FTC) and Live Virtual Constructive (LVC) Fleet training support requirements.
Experience applying knowledge of guiding security policy, namely DODM 5205.7 Volumes 1-4, Intelligence Community Directive (ICD) 705, Joint SAP Implementation Guide (JSIG), and other Navy, Missile Defense Agency, and DoD Security Guidance
Experience applying knowledge of Fleet pre-deployment training and certification requirements.
Experience applying knowledge of fiscal and acquisition laws and regulations as they impact on Fleet training operations.
FOR THE GS-13:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying knowledge and experience in Fleet/Joint training and the functions of cyber, personnel and property security management in support of the Navy Continuous Training Environment (NCTE) environment is required.
Experience applying knowledge of government contracts, development strategies and processes for monitoring contract performance and funding execution.
Experience applying knowledge of Fleet pre-deployment training and certification requirements.
Expert applying knowledge of fiscal and acquisition laws and regulations as they impact on Fleet training operations.
