This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA Certain Personnel Workforce for DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Portland District operates 13 dams in the Willamette River basin. Each dam contributes to a water resource management system that provides flood risk management, power generation, water quality improvement, irrigation, fish and wildlife habitat and recreation.
Duties
Procure, produce and install native plant materials for ecological restoration.
Inventory plants and collect native seed; conduct greenhouse and nursery plant production.
Inventory, monitor, and manage exotic invasive plant species.
Control invasive species through herbicide application, manual and mechanical methods.
Organize staff, contractors and cooperators, including high school conservation programs and correctional work crews, in habitat restoration activities.
Conduct outreach and environmental educational programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- May be required to lift on occasion up to 50 lbs.
- Incumbent must be able to obtain and maintain a state issued driver’s license.
- Incumbent may be required to work in adverse weather conditions.
- May be required to work nights and/or weekends depending on the needs of the project to which the employee is assigned.
- Must obtain Oregon Pesticide Applicators' license within 12 months of appointment.
- This position requires an additional State Background Investigation.
Qualifications
Position will be filled as a term appointment NTE 6 years, may be extended up to the maximum of 8 years. If a permanent federal employee applies and is selected, the employee will forfeit their permanent status and becomes subject to the provisions of the term appointment. Permanent Army employees who accept a time limited appointment will not have placement rights to the previously held permanent position at the end of the time limited appointment.

GS-06 requirements:
Specialized Experience: One year of specialized experience which includes 1) The identification of plant species. AND 2) Conducting habitat restoration. OR 3) Conducting vegetation maintenance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
OR
Education: A half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position, such as Botany, Horticulture, Ecology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
GS-07 requirements:
Specialized Experience: One year of specialized experience which includes 1) The identification of plant species. AND 2) Conducting ecological restoration. OR 3) Conducting invasive species management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
OR
Education: One full year of graduate level education in a field directly related to the work of the position, such as Botany, Horticulture, Ecology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.
GS-08 requirements:
Specialized Experience: One year of specialized experience which includes 1) The identification of plant species. AND 2) Planning ecological restoration. OR 3) Planning invasive species management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: One and a half years of graduate level education in a field directly related to the work of the position, such as Botany, Horticulture, Ecology.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total semester hours minus 18) by 9. Add the two percentages.
