AREA(S) OF CONSIDERATION:
Area I: All On Board Federal Employees (T5), Tenure 0,1,2,3 within the CTNG with U.S. citizenship.
Area II: All On Board Federal Dual-Status Military Technicians (T32), Tenure 0,1,2,3 within the CTNG with U.S. citizenship.
Area III: All current and former members of the Connecticut National Guard with U.S. citizenship.
Duties
This National Guard position is for a SECURITY SPECIALIST (Title 5), Position Description Number T5005000 and is part of the G2, National Guard.
This is an Indefinite position.
Position to be filled upon the vacancy of the incumbent.
JOB SUMMARY: The primary purpose of the position is to serve as Chief, Special Security Office for the state. Administers the Special Security Office (SSO) and all SCI-associated security programs and measures. Provides detailed research and analysis on physical, computer, and personnel security. This position requires a comprehensive working knowledge of intelligence support operations, procedures, and practices.
The major duties include, but are not limited to:
Initiates and implements policies and procedures required to manage sensitive compartmented information (SCI) programs and to protect SCI resources.
Establishes policies and procedures for accomplishment of SCI protection and security.
Works directly for the intelligence unit commander/Senior Intelligence Officer (SIO), reporting on the administration of the Special Security Office and SCI-associated security programs.
Manages and directs the activities and personnel of the unit Special Security Office.
Provides oversight of unit and SSO security self-inspections and presents detailed and comprehensive reports with corrective action taken to the unit intelligence commander/SIO.
Requirements
- Males born after 31 December 1959 must be registered for Selective Service.
- Federal employment suitability as determined by a background investigation.

- The incumbent of this position description must have, at a minimum, a completed National Agency Check (NAC) prior to position assignment; must be able to obtain and maintain a top secret security clearance.
- Federal employees currently serving in the competitive service must acknowledge they will voluntarily leave the competitive service by accepting an offer of employment for this NG Title 5 excepted service position.
- U.S. Citizenship required.
- Must possess a valid state driver’s license.
- This position is subject to provisions of the DoD Priority Placement Program.
- Federal employees currently serving in the excepted service (Title 32) must acknowledge they will voluntarily leave the Title 32 excepted service by accepting an offer of employment for this NG Title 5 excepted service position.
- Incumbent of position must complete Trusted Agent Certification within one year of appointment to the position.
- This position requires the completion of the SSO Certification within one year of appointment to the position.
- Incumbent must complete NCSC, SSOC, SCIF, and PSAC classes within one year of appointment to the position.
Qualifications
SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 12 months of specialized experience in the following:
Experience equivalent to at least the next lower grade level (GS-9).
Experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
KNOWLEDGE, SKILLS AND ABILITIES:
Ability to plan, direct, coordinate, supervise and control base and law enforcement activities.
Knowledge of security requirements established in legislation, regulations, and various policies and directives governing security policy programs and systems.
Ability to train a group of security specialists and other employees.
Ability to conduct inspections of personnel, facilities, records and operational capabilities.
Ability to analyze reports of investigations and maintenance of security records, files, reports and forms.
Ability to maintain a harmonious work environment with others within and outside the organization.
Skilled in the use of protective devices, procedures and methods.
CONDITION OF EMPLOYMENT: This position requires a security clearance (top secret) which the applicant must possess or be able to obtain a clearance within one year of appointment. Incumbent of this position must complete a series of CDSE courses within one year of appointment to the position: Original Classification, Security Classification Guidance, Derivative Classification, Classified Storage Requirements, Introduction to Information Security, Transmission and Transportation for DoD, and Unauthorized Disclosure of Classified Information.
Education
SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree -or- 3 full years of progressively higher-level graduate education leading to such a degree -or- LL.M., if related.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.
