Duties

WHAT IS THE CRIMINAL INVESTIGATION (CI) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Criminal Investigation- Strategy- Finance The following are the duties of this position at the full working level. Plans and develops the Criminal Investigation nationwide budget, providing immediate oversight and centralized control of the administration of the budget for all of Criminal Investigation. Reviews and analyzes budget requirements/submissions from individual organizational components of Criminal Investigation; develops and coordinates Criminal Investigation's budget for submission to the Chief, Criminal Investigation. Reviews changes and assesses the propriety for appreciation of those cuts to existing and projected program areas. Develops the Operating Financial Plan for the Criminal Investigation business unit. Coordinates with the field in developing the Financial Plan and monitors the execution of financial plans and their impact on Criminal Investigation programs. Allocates support resources to the operating offices, prepares staffing and resource distribution plans, develops controls for the financial accounting of these resources and conducts cost and spending studies. Participates in preparing Criminal Investigation's Business Plan for the entire nationwide function. Works closely with other analysts and Criminal Investigation executives in making planning assumptions, setting management and program objectives, and costing the programs. Also contributes in developing future CI financial plans for the FTE and dollar requirements included in CI's major budget submissions and the total Criminal Investigation plan process. Provides wide range of counseling and advisory services to top level Criminal Investigation managers on effective utilization of resources, recommended redistribution of resources, program adjustments and progress in achieving basic objectives. Leads other Headquarters and/or field personnel in the performance of assigned projects in their area, reviews their work and provides immediate guidance and assistance to those employees as required. Develops and coordinates the development and preparation of guides, instructions, manuals, and technical reports and documents related to assigned areas of responsibility.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-14 To be minimally qualified for this position you must have at least one year of specialized experience equivalent to the grade 13 level that demonstrated accomplishment in assignments where the applicant is the authoritative program expert with substantial responsibility for performing analytical and evaluative staff work primarily involving financial management and strategic planning. Expert knowledge of written and oral communication techniques to deliver presentations and write comprehensive reports on studies and analyses involving complex or technical information including summaries, conclusions and recommendations. This work includes conducting cost and spending studies; evaluating the progress in achieving strategic objectives; preparing reports for executives; and using statistical and process improvement methodologies to develop and/or implement performance measures, analyze processes, identify improvement opportunities, and improve customer service. MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. Applicants are encouraged, but are not required, to submit an SF-50 documenting experience in a specific series. A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
