About the Position: This position is with the DoD Education Activity HQ, Office of the Director, Education Research, Accountability and Evaluation Division, Research and Evaluation, located in Alexandria, Virginia.

Duties

Analyze and interpret qualitative and quantitative data. Analyzes surveys and observation results. Provide technical assistance in the collection, analysis, interpretation, or application of essential information to assist the agency in meeting the demands of effective instruction and accountability. Establish instructional design, development, or evaluative criteria through the analysis of educational or instructional problems or issues. Develops survey and observation collection tools. Utilize automated research tools to collect statistical data. Collect quantitative and qualitative data for school systems. Advises other groups on improvement of programs based on results.

Requirements

• Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Requirement.

Who May Apply: U.S. Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Education Research Analyst: Degree: Bachelor's degree (or higher) that included or was supplemented by at least 24 semester hours in a field related to the work of the position, of which at least one course was in research methods and at least two courses were in statistics. OR Combination of Education and Experience: At least 24 semester hours in a field related to the work of the position, of which at least one course was in research methods and at least two courses in statistics, plus appropriate experience or additional education. The experience must have demonstrated (1) a thorough knowledge of the principles underlying the work of this position, and (2) understanding, both theoretical and practical, of the methods and techniques applied in performing work in this position.In addition to meeting the basic requirement above, to qualify for this position, you must also meet the requirements listed below. Specialized Experience: One year of specialized experience which includes: Performing education research or program evaluation activities for an education system, Performing complex statistical analyses using statistical software programs, such as: TATA, R, APSS or SAS; Preparing research or program evaluation reports for professional audiences; Interpreting complex research findings for practitioners; and Providing recommendations for improving school systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted.
