The primary purpose of this position is to exercise technical and administrative supervision over subordinate supervisors and workers in accomplishing labor on heating, ventilation, air conditioning, and refrigeration maintenance, utilities water and wastewater systems, liquid fuels maintenance, and base pest control.

- The work may require the employee to drive a motor vehicle. An appropriate driver's license may be required for the position.
- May occasionally be required to work overtime or holidays on short notice.
- Some work is sedentary. The majority of the work requires walking, climbing stairs and ladders, and standing.
- It also requires bending moderate lifting and carrying loads weighing up to 50 pounds, as well as working in below-ground pits or other areas difficult to access.
- Work will be performed indoors in office-like setting, industrial areas and outdoors in flight line areas. Safety precautions, to include use of personnel protective equipment, when necessary, must be used.
- Some of the industrial work areas are cold, very noisy and poorly lit. Industrial areas also pose the risk of exposure to fuel, asbestos, lead paint, refrigerants, and electrical hazards.
- Outside areas will expose the incumbent to wind, rain and freezing weather. Office areas are adequately heated and lighted.
- Required to carry a cell phone 24/7, both on and off duty, to assist with emergency response support.
- This is a "key" position incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
- This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications
In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WS-4700 General Maintenance and Operations Work Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to do the work of a MAINTENANCE MECHANIC SUPERVISOR without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of principles, processes and techniques pertaining to heating, ventilation, air conditioning and refrigeration, natural gas utilities, sanitary sewer utility, storm water utility and aircraft fuel systems.
2. Knowledgeable in personnel management policies, practices and procedures, including sexual harassment and Equal Employment Opportunity (EEO)/Equal Opportunity Treatment (EOT).
3. Knowledge of safety regulations, practices and procedures, particularly those applicable to National Fire Protection Association (NFPA), Air Force Occupational Safety and Health (AFOSH), Occupational Safety and Health Administration (OSHA), and any others that apply to CFCs, asbestos, lead, PCBs and confined spaces. Ability to communicate effectively, both oraIIy and in writing.
4. Knowledge in troubleshooting, inspecting and/or tracing hard-to-locate defects or problems pertaining to heating, ventilation, air conditioning and refrigeration, natural gas utilities, sanitary sewer utility, storm water utility and aircraft fuel systems.
5. Knowledge in records maintenance and disposition, and computer programs such as word processing, spreadsheets, E-mail, and related software. Ability to manage overall direction and coordination of subordinate work activities and functions and implement sound personnel policies, practices and procedures through one or more levels of subordinate supervisors.
6. Ability to read and interpret blueprints, diagrams, sketches, and technical specifications pertaining to heating, ventilation, air conditioning and refrigeration, natural gas utilities, sanitary sewer utility, storm water utility and aircraft fuel systems. Ability to plan and organize work assignments to include determining resources required to accomplish mission.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
