The primary purpose of this position is to manage the fuels flight inspection program and the Management Internal Control Toolset program.
Duties
Serves as the Program Manager for the Sustainment Restoration Modernization Enterprise (SRME) program manager and serves as the COR (Contracting Officer Representative) for DLA-E (Defense Logistics Agency- Energy) fuel projects.
Serves as the flight Safety monitor and coordinates with the Unit Safety Representative to implement and oversee requirements IA W, Air Force Consolidated Occupational Safety Instruction.
Serves as the Fuels Environmental Coordinator for the implementation, documentation, training, trouble shooting and problem resolution of all fuels environmental related issues.
Performs technical fuels functions. Conducts laboratory analysis to determine that physical and chemical properties of products are within specification use limits.
Performs special environmental and recurring projects, studies and inspections.
Participates in discussions, meetings or serves on panels or committees.
Works to achieve and support quality improvement in all products and services.
Safeguards materials, items, and equipment for assigned area.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Quality Assurance Series 1910. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Undergraduate and Graduate Education: Major study -- quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
OR
Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Examples include:
Reviewing production activities and capabilities in light of contract quality requirements.
Reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans.
Analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system.
Verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance.
Identifying inadequacies and requesting corrective action.
Computing data, summarizing results, and preparing reports or charts depicting pertinent relationships using statistical methods.
Investigating customer complaints and deficiency reports, and providing identification of causes to appropriate authorities.
Reading, interpreting, and applying technical data such as blueprints, engineering drawings, product specifications, or technical manuals.
Reviewing and evaluating supply systems operations and procedures through periodic audits and surveillance inspections.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: I meet the basic education requirements for the GS-1910-11 and I have, or will have within 120 days of closing of this announcement, 1 year of specialized experience equivalent to the next lower grade (GS-09) within the Federal Civil Service (or equivalent in an alternate pay system) which includes extensive knowledge of acquisition quality assurance concepts, principles, methods, practices and skill to design, plan and implement an effective and economical Fuels Service and Management quality program. Comprehensive knowledge of principles, concepts and methodology related to one of more quality assurance function programs, Fuels Service and Management control and analysis functions; material control; Fuels Service and Management functions; Fuels Service Center operations, Department of Defense Directive (DoDD) 4140.25, DoD Management Policy for Energy Commodities and Related Services, DLA-E Interim Policies and Procedures and other related fuels management functions.

COMBINATION OF EXPERIENCE AND EDUCATION: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of contract quality assurance theories, principles, practices and techniques. Ability to interpret and apply published directives pertaining to performance work statements and checklists used in monitoring and evaluating contractor performance.
2. Knowledge of Supply systems SRME (Sustainment Restoration Modernization Enterprise), ACES (Automated Civil Engineering) and ability to input and update data base as required.
3. Knowledge of logistics management principles, concepts, polices and regulations
4. Ability to stratify resources against approved programs; to plan, present and execute budgets; to analyze budget cost and forecast for long term funding requirements.
5. Ability to analyze and maintain a computer system, equipment & software and knowledge of facility environment and infrastructure to support computer systems
6. Knowledge of DOD and Air Force automated data processing and networking standards, policies and techniques relating to fuels operations and systems.
7. Knowledge of Public Laws, state and local laws, DoD and Air Force standards, policies, and regulations relating to environmental issues affecting fuels operations.
8. Extensive knowledge of all aspects of fuels operations, servicing equipment, and facilities.
9. Knowledge of quality assurance principles, code of federal regulations, Air Force Instructions, environmental regulations and laws.
10. Knowledge of facility environment and infrastructure to support environmental compliance and quality assurance initiatives.
11. Ability to identify environmental and quality problems and initiate corrective actions.
12. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
