This position is located in the National Park Service (NPS) Alaska Regional Office, Anchorage, within the Alaska Land Resources Program and reports to the Realty Officer. Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee. Government housing is not available.

Duties

As a Cartographer, the incumbent is responsible for the Alaska Land Resources Division's cartographic products and land status mapping. This position requires advanced knowledge and skills in mapping and related sciences, and relevant mathematics and statistics to plan, design, research, develop, construct, evaluate, and modify mapping products and technology. Duties include: Responsible for the entire range of cartographic and Geographic Information System functions for all Alaska National Park Service units. Assist with the maintenance and publication of National Geospatial Data Asset (NGDA) data and Federal Geographic Data Committee (FGDC) compliant metadata. Plans, develops, and coordinates maps supporting acquisition, special projects, rights-of-way, leases, and land management activities. Serve as an expert with the rectangular coordinate system of surveying as well as metes and bounds surveying procedures. Demonstrates extensive knowledge of available geospatial source material, providing expertise in converting the format and projection of geospatial data. Prepare legal descriptions and compute acreage through the use of aerial photographs, engineering and topographic surveys, mosaics, tax maps, deed descriptions and other records, which possess varying scales and content. Analyze legal descriptions, plats, CAD, GIS and other spatial information of varying scales and content, and uses this source material to investigate claims of overlapping ownership, resolve conflicts, determine acreage, conduct analysis and create hardcopy and online cartographic products/services supporting land management. Revise, update, and validate existing land status maps, databases, and online map products using up to date CAD and GIS software. Conducts training and presentations on technical, complex or controversial cartographic, GIS and IT topics and issues to staff and the public. Provides software specific training and guidance on Autodesk, ArcGIS Desktop & Pro, and AGOL.

Qualifications

All qualifications must be met by the closing date of this announcement-01/10/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-12 grade level, you must possess at least one of the following basic requirements: BASIC REQUIREMENT for the Cartography Series 1370: Successful completion of a bachelor's degree or higher in cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). You must include transcripts. -OR- Have a combination of education and experience with courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown above, plus appropriate experience or additional education. You must include transcripts and hour worked per week. -AND- In addition to meeting at least one of the basic requirements listed above, to qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Designing, developing, managing and using a GIS land ownership database and mapping system using ArcGIS, using Autodesk CAD software to create parcels from U.S. surveys, mineral surveys, and private survey plats, designing and producing high quality digital maps that portray complex land ownerships (e.g., split estates), rights of way, and unit boundaries; and performing interrelated duties such as mapping, surveying, mathematics, statistics, related sciences, as well as computer hardware and software in order to research, plan, design, develop, construct, evaluate and modify mapping products using the latest applicable technology. You must include hours per week worked.
