The Training Specialist is assigned to the Education Service and under the direction of an Education Service supervisor at the Ralph H. Johnson Veterans Affairs Medical Center. Responsible for a variety of continuing educational activities. Directly responsible for the development and implementation of continuing education activities, resources, and services, and coordinating these to ensure all aspects are in compliance with established Medical Center goals and guidelines.

Duties

This position is covered by National Association of Government Employee (NAGE) bargaining unit. Duties of the position include but are not limited to: Participates in all phases of short- and long-range training program development planning, implementation, and evaluation in conjunction with other facility education staff. Develops innovative program activities to address special educational needs that have not been satisfied by traditional education methods. Conducts 'train-the-trainer' workshops, participates in new employee orientation, and conducts training for staff that will use the Talent Management System (TMS) education tracking system in their services. Provides direct training for related education program and interventions. Identifies training activities to be included in the Medical Center's education opportunities book including components as schedules, mandatory train logistics and faculty. Represents the VAMC at various education and professional meetings. Provides individualized instruction, computer assisted instruction, train-the-trainer sessions, seminars, workshops, and small group learning experiences. Employs the use of designated training modules and supplementary learning and teaching materials. Develops and implements needs assessments and analysis, instrument development, statistical analysis, instructional design and development of instructional materials and tests, identification and training of content experts, implementation of designated program sand program evaluation and revision. Shows understanding, friendliness, courtesy, tact, empathy, cooperation, concern, and politeness to others; relates well to different people from varied backgrounds and different situations. Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. Helps others learn through formal or informal methods; identifies training needs; provides constructive feedback; coaches others on how to perform tasks; acts as a mentor. Develops new insights into situations; questions conventional approaches, encourages new ideas and innovations, designs and implements new or cutting-edge programs/processes. Applies knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024. TIME-IN-GRADE RQUIRMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your Specialized Experience, Education and/or Combination as described below: SPECIALIZED EXPERIENCE: Specialized Experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, you must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field; supervising or administering a training program; developing or reviewing of training/course materials, aids, devices, etc. and evaluating of training results; serving as a domain manager for a web-based training management program; or work in the occupation or subject-matter field of the position to be filled. OR, EDUCATION: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or have successfully completed three (3) full years of progressively higher-level graduate education. (Transcript Required) OR, COMBINATION: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the master's degree (36 semester hours), with a major study of education or a subject area related to the position to be filled. (Transcript Required) You will be rated on the following Competencies for this position: Interpersonal Skills Oral Communication Planning and Evaluating Teaching Others Creativity and Innovation Organizational Performance Analysis Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. PHYSICAL REQUIREMENTS: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, standing, bending, and carrying of light items.
