GS-09's Primary purpose: This is a developmental position with known promotion potential to the target position of 9UR19690, Technical Writer-Editor, GS-1083-11.
GS-11's Primary purpose is to serve as the Engineering Team Member configuration management representative performing technical writing and editing duties in support of the Trainer Development Flight.
Duties
Serves as the writer/editor for the Trainer Development engineering teams assigned projects; coordinates activities through appropriate officials.
Works directly with the engineering team, fabricators, model makers, and trainer requesters to discuss the proposed training equipment to become knowledgeable about the proposed design, components, and operation and maintenance characteristics.
Maintains a professional image and conduct when dealing with internal or external suppliers and customers.
Keeps current in relevant software applications.
Complies with health, safety and environmental rules and procedures and performs work in a safe, environmentally conscious manner.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Technical Writing and Editing Series, 1083
GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of technical editing, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Write/edit training equipment operation and maintenance manuals and/or technical orders. Writes/edits trainer descriptions, assures accurate bill of material, and assists in researching, interprets, analyzes and applies Air Force, MAJCOM, NAF, and applicable federal agency guidelines, policies, regulations, and gets required documentation for any hazardous materials; Use broad background knowledge of system maintenance and does a thorough study of the trainer operation to organize and prepare operational and maintenance instructions.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position OR LL.B. or J.D.. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

EDUCATION: Must have a PH. D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR if related. Such education must include 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least once course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school. GS-11-KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of grammar, writing, editing practices, style requirements, proper manuscript layout and camera-ready preparation.
2. Knowledge of a broad range of design concepts, principles, practices, and skills utilizing word processing software, digital scanners, and digital cameras.
3. Knowledge of safety and occupational health requirements as outlined in applicable standards, regulations, and/or technical orders and a broad range of environmental principles, practices, procedures, laws, regulations, and current legislative issues.
4. Ability to communicate effectively both orally and written, in both formal and informal situations, and maintain good working relations.
5. Ability to read engineering plans, drawings and specifications in translation for ordering and purchasing parts and materials.
6. Broad knowledge of procurement processes needed to prepare contracts for requisitioning material and services to include, but not limited to: the Automated Business Services System (ABSS), Defense Enterprise Accounting and Management System (DEAMS), Government Purchase Card (GPC) and base supply.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
