Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. This is a Category 3 position. The minimum pay for this position is $183,500.00. Pay is set based on consideration of the selectee's current salary and other factors. Duties

The Director of the Interior Business Center (IBC) is a senior executive tasked with directing, overseeing, and marketing the day-to- day administrative and operational functions of the Interior Business Center, which includes human resources management, acquisitions, financial management, and strategic marketing. The Director also ensures sound and effective fiscal responsibility, maintains productive coalitions with the Department of the Interior and other Federal agencies customers, while providing the strategic vision for the IBC. The IBC is headquartered in Washington, DC and reports to the Deputy Assistant Secretary - Administrative Services in the Office of the Assistant Secretary - Policy Management and Budget. The Interior Business Center (IBC) is a shared services provider at the Department of the Interior (Interior). It is responsible for providing essential mission support services to the Office of the Secretary, Interior Bureaus and offices, and other Federal agency customers so that customers can more effectively concentrate on their core missions and realize operational cost savings through economies of scale. The IBC's mission is to provide exceptional quality acquisition, financial management, and human resources (HR) solutions and administrative support services to meet the business needs of Interior and other Federal agencies. The organization delivers the following responsive, mission-enabling, as approved by the Assistant Secretary - Policy, Management and Budget (AS-PMB): Specifically, the IBC provides: Acquisition services to meet a broad range of customer needs, including information technology, accounting, aviation, research and development, construction, professional training and development, operations and administration, and medical support functions. Comprehensive financial management, accounting, and core financial system implementation and support services, and indirect cost rate negotiations with Indian tribes and other non-Federal entities (g., non-profit organizations and state, local, and insular area governments). A full range of operational human resources and payroll services, personnel security and suitability programs, and Drug-Free Workplace Programs. Duties and Responsibilities Include: Serves as the principle senior executive of the Department of the Interior's DOI's) Federal Shared Services organization and makes decisions of major consequence to ensure the effective and efficient provision of the services and products to the Department and external customers. The incumbent manages a wide range of highly visible and highly complex services which are vital to the effective fulfillment of the DOl's programs. Manages assigned functions through a subordinate staff of senior executives, program and project managers and is further supported by federal contractors in a variety of specialties. Provides service through the Office of the Secretary Working Capital Fund, the DOI Franchise Fund, under the Economy Act and otherwise by agreement between the IBC and its customers. The Director oversees a budget of approximately $350-400 million. Presents and defends program initiatives and operations to high-level officials of the Department, the Assistant Secretary - Policy, Management and Budget (ASPMB), Principal Deputy Assistant Secretary (PDAS-PMB), the Deputy Assistant Secretary for Administrative Services, subordinate bureaus, offices, other federal agencies, Congress and the Office of Management and Budget. The Director establishes and maintains interactive networks and representative relationships with counterparts in other bureaus, agencies, state and local authorities, tribes and the private sector for the purpose of information sharing, coordinating the provisions of services, strategically identifies new business opportunities and increasing revenues, and developing partnerships. Leadership Competencies: Partnering, Political Savvy, Influencing/Negotiating FUNDAMENTAL COMPETENCIES: The following competencies are the foundation for success in each of the Executive Core Qualifications: Interpersonal Skills, Oral Communication, Integrity/Honesty, Written Communication, Continual Learning, Public Service Motivation Mandatory Technical Qualifications (MTQs)- *Required Documentation* MTQs are designed to assess an applicants experience relevant to the specific position requirements. Each MTQ narrative responses must 1.) not exceed two pages per narrative statement; 2.) include specific examples of your experience, education, and/or accomplishments; and 3.) address specific challenges, contexts, actions, and results. Organizational Transformation: Demonstrated ability to design and build an organization capable of delivering high quality, timely and effective customer service, and to manage the transformation of an organization on a significant scale to meet mission requirements. Inherent to this qualification is the demonstrated ability to identify current and potential customer needs, to develop and manage a robust and reliable program to measure customer satisfaction and service performance metrics and benchmarks, to monitor issues and trends in client satisfaction, to identify weaknesses, to develop and implement appropriate corrective action and program changes, and to identify and to incorporate best practices and lessons learned into an effective client service delivery program, all in order to drive continuous improvement in customer service performance and customer satisfaction. Also inherent to this qualification is the ability to create new or improved service capabilities and work with internal and external stakeholders to create a shared vision of effective service. Enabling Technology: Demonstrated ability to use technology to support enhanced IT modernization, delivery, accessibility, effectiveness and cost efficiency of services and programs. Experience with business and IT cultural transformation. Inherent to this qualification is the demonstrated ability to develop long term views on how work, programs, and services can be enhanced through technology and how technology can be used effectively to drive cost out of service delivery while enhancing service performance and customer satisfaction, and the ability to develop criteria to determine the optimal mix of delivery mechanisms for government services. Financial Management: Demonstrated ability to manage, measure, prioritize, deploy and leverage financial capital. Inherent in this qualification is the demonstrated ability to be efficient and effective in the management, application, use and monitoring of financial resources in a full cost recovery revolving fund environment and the ability to develop creative strategies to stretch and apply scarce financial resources in support of cost-effective service delivery. Challenge-Context-Action-Result(s) (CCAR) Model. CCAR Model is outline below. When addressing the ECQs and MTQs, you are strongly recommended to utilize the CCAR Model. Each ECQ or MTQ statement should include more than one examples of relevant experience. Challenge: Describe a specific problem or goal. Context: Talk about the individuals and groups you worked with, and/or the environment in which you worked, to tackle a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale). Action: Discuss the specific actions you took to address a challenge. Result: Give specific examples of the results of your actions. These accomplishments demonstrate the quality and effectiveness of your leadership skills. Your responses to the ECQs and MTQs will be evaluated based on how clearly and concisely you emphasize your level of responsibilities, the scope and complexity of the programs, activities, or services managed; program accomplishments; policy initiatives undertaken; level of contacts; the sensitivity and criticality of the issues addressed; and the results of actions taken. You are required to submit separate narrative statements for each ECQ and MTQ to receive consideration for this position.
