This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.

Major Duties include but are not limited to:
Serves as coordinator for the Veteran Directed Care (VDC) Program and provides guidance and direction for the clinical and administrative oversight of the program and administers information and analytical systems to evaluate and enhance the quality of service provided to patients.
Develops policies and procedures for program operation and prepares reports and statistics for facility, Veterans Integrated Service Network (VISN) and national use. The VDC Social Worker is responsible for the program's budget and various control points.
Manages date related to the program's day to day functioning and program evaluation and is responsible for overseeing quality assurance and Veteran satisfaction in compliance with VA standards.
Develops and implements information systems to track service activities including visits, referrals, inpatient days, patient demographics, equipment utilization and patient satisfaction.
Directly supervisors the Geriatric and Extended Care Social Workers as outlined in VHA Directive 11152(1). While not directly responsible for financial management, the incumbent with assistance from Chief, Social Work works closely with Central Business Office (CBO), Care in the Community (CITC), Health Information Service, Fiscal Service, and any other required VA personnel to coordinate budget, billing and other fiscal matters. Strong emphasis will be placed on date collection including patient and caregiver satisfaction and feedback and racking of performance measures for the Veteran Directed Care Program.
Responsible for data collection, reporting, administrative record keeping, and monitoring Veteran or Program clinical indicators, thresholds, stakeholders' feedback and satisfaction and performance measurements.
Uses sound judgement in the interpretation of trends and patterns, the application of guidelines and the recommendation of program enhancements. The incumbent develops working relationships with the Area Agency of Aging facilities.
Establishes, implements, and maintains referral and screening procedures for potential Veteran participants that meet national procedures for the Veteran Directed Care Program through the Office of Geriatrics & Extended Care, as well as the needs of the facility. Referral, screening and admission criteria recognized program eligibility and other policy, regulation or law pertaining to program administration.
Develops the screening procedures to involve a multidisciplinary team approach and is responsible to ensure criteria and procedures are maintained.
Prepare the Veteran Directed Care Program to adhere to current VHA directives, handbooks, and publications and meet current Joint Commission or other appropriate accrediting body standards, applicable state licensure standards and VA-Office of Inspector General expectations.
Conduct ongoing intensive reviews and appraisals of the programs to ensure the accomplishment of objectives and adherence to standards set by governing bodies.
Manages the VDC participants and coordinates all activities related to these programs.
Responsible for developing a calendar for recommended VDC visits at time of referral, annual renewal and as deemed appropriate. The Veteran Directed Care Supervisor will ensure these visits are completed and documented.
Serves as the link between the VA and all Area Agency on Aging facilities in the catchment area and is responsible for maintaining professional collaborative relationships with each facility.
Responsible for timely submission of all reports, action items, issue briefs, and website updates to the Veteran Directed Care Program.

Qualifications
Driver's License: A current, valid state-issued Driver's License is required for this position.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
Licensure/Certification: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
Grade Determinations: Supervisory Social Worker, GS-12
Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Ability to independently organize work, set priorities, and meet multiple deadlines.
Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
Ability to ensure provision of clinical social work services.
Ability to provide staff training and development.
Skill in interpersonal relationships in dealing with employees, team leaders, and managers.
