The Construction Control Representative position is organizationally located in the Project Section, Facilities Management Service Line of the Pittsburgh VA Medical Center and reports to the Supervisory general engineer of the Planning, Construction and Analysis Section.

Duties

The incumbent performs work of a broad scope and complexity in practices related to construction management and construction administration; such as work involving project planning, design development, contract administration, construction quality control, construction safety, and activation of construction projects. The incumbent also performs work on contracts as a Contracting Officer Representative (COR). Some duties include but are not limited to: Participates in design review conferences, reviews preliminary plans and specifications prior to advertisement for practicability, anticipated physical obstructions and other construction difficulties and availability of selected materials. Attends and participates in pre bid conferences to orient and inform bidders as to features, requirements, and special conditions. Reviews final plans and specifications for construction feasibility and practical accomplishment, and interprets technical portions for other participants. Negotiates changes with contractor's representatives and presentation of data as basis for substantiating contract modifications. Using established procedures, reviews and analyzes plans and specifications, drawings, designs, site conditions, and proposed construction schedules to determine end recommend action necessary to correct deficiencies through modification of the contract. Assists engineer and/or project manager with preparing modification documents which involve design changes differing site conditions, variations in quantity estimates, changes in specifications end drawings, etc. Work Schedule: Monday - Friday, 7:00am - 3:30pm Position Description Title/PD#: Construction Control Representative/PD03919A Physical Requirements: The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, rocky, or slippery surfaces; recurring, bending, crouching, stooping, stretching, climbing, or similar activities; recurring lifting of light to moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as testing or measuring equipment; and/or regular visits to construction, industrial, marine, or other outdoor sites. Duties will require climbing of ladders, working on scaffolds, performing inspections in tiring and uncomfortable positions.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. GS-11 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Engineering aid or technician or surveying technician performing work directly related to construction. Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements. Supervisor of crafts persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. Review and analyze plans, specifications, building codes, industry standards, regulations, and manuals to assure compliance prior to construction. Conduct inspections of contract features which require periodic attention. Analyze problems and review and interpret requirements. There is no educational substitution for the GS-11 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
