Plans, coordinates, and manages all aspects of assigned program(s) through application of professional knowledge and skill in engineering practices, processes, and techniques. Responsible for executing assigned program(s), in-house and by contract, to comply with all applicable Federal, state, and local laws, policies and design standards. Provides advisory services on specific problems, projects, programs, and functions in assigned program area. Complies with health, safety, and rules and procedures and performs work that enhances the safety of the work environment. In this non-supervisory position, you will serve as the MILCON/O&M Facility Engineer in the Simulators Division, located at Wright-Patterson AFB OH. Individual will provide Air Force Civil Engineering expertise to the Simulator Division's enterprise of training systems programs. This includes overseeing CONUS and OCONUS training system facilities in support of the design, development, integration, and sustainment of simulators across all MAJCOMs in the Air Force portfolio. Individual will participate in Air Force engineering conferences to maintain awareness of Any requirement changes in the areas of facility design. Individual will advise on training system facilities as they relate to Air Force, Department of Defense, and State design code guidance. This includes Intelligence Community Directives, Air Force Systems Security, Air Force Instructions, and Unified Facility Criteria. Individual will support the Chief Engineer on resolution of Air Force Civil Engineering and training system facility issues. Additionally, individual will lead engineering efforts to solve technical issues on programs involving Air Force Civil Engineering; advise program teams on the identification and acquisition of Air Force civil engineering data; serve as an Air Force Civil Engineering advisor on training system source selections.

Experience requirements are described in the office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the NH-0810-03, Civil Engineer. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated based on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas; Knowledge of Air Force Civil Engineering to design and integrate Air Force training systems. Knowledge on facility planning, engineering design and construction, environmental assessment, and operational maintenance of training systems. Knowledge on Government and non-Government engineering regulations, policies, directives, guidance, instructions, codes, standards, and requirements. Professional knowledge of civil engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines. Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; of standard contracting regulations, practices, and procedures as it relates to facilities engineering; knowledge of health, safety, and environmental requirements as outline in applicable standards, regulations, and /or technical orders; of environmental principles, practices, procedures, laws, regulations, and current legislative issues; of work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively accomplish assigned functions; and knowledge of program planning and budgeting cycles, financial control and budget systems and management. Knowledge of aesthetic and functional design techniques and sill in preparing project documentation, to include preliminary drawings, sketches, and construction drawings; and technique/skill in drafting sufficient to convey design concepts and ideas and formulate working drawings. Ability to plan, conduct and record site/facilities surveys and inspection; to analyze, interpret, and apply results, rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions. Ability to plan and organize work and coordinate with other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relationships.

Education

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
