The Program Application Specialist serves as the Dayton VA Medical Center's specialist and project manager for webpage management and SharePoint development. The incumbent plans, organizes and leads projects that require highly technical skills, effective work organization and superior customer service. The position is under the Public Affairs Officer. The position will provide SharePoint content management, graphic design, LEAF oversight and enhance employee communication and engagement.
Duties
Serves as a specialist on web product development and web project management for the team that is responsible for development and maintenance of the Dayton VAMC intranet, SharePoint, and LEAF sites. This includes a high degree of coordination with program managers and staff to facilitate effective utilization of electronic methodologies, in a manner that meets the Agency's strategic objectives for information and data dissemination.
Serves as a web project manager, and in this capacity plans, directs, and coordinates work of the interdisciplinary teams assigned to web projects to ensure that objectives are met, and a high degree of effectiveness is maintained. Assists in determining appropriate assignments, setting priorities, monitoring progress, and reporting on progress in meeting established milestones and deadlines. Ensures all internet and intranet websites are 508 compliant.
Independently researches and evaluates new and emerging methods for web product development and web project management. Assesses these methods with respect to their suitability for: (a) communicating the Agency's programs; (b) leveraging use of Agency materials; (c) potential costs and benefits; and (d) adaptability to Agency requirements.
Assists services in development of Share Point Sites; serving as the technical expert/advisor. Maintain an up-to-date record of owners for each Dayton VAMC site. Offers instruction and training to SharePoint site owners on topics including permissions management and use of the site. Work with site owners to develop custom solutions for online forms, information storage and organization, and presentation of content. Provides technical support for access requests, site development, and training on the use of SharePoint. Coordinates with local Office of Information Management Service to respond to and resolve help desk tickets submitted through the National Service Desk (NDS) regarding SharePoint.
Serves as facility LEAF Administrator. In this capacity, the incumbent creates, assigns, and removes permissions for the system; creates custom forms; designs workflows; and trains site users and staff on the system. The incumbent provides troubleshooting support to resolve user issues as they arise. Serves as a lead technical expert on web product development and management and is responsible for administration and maintenance of the LEAF system. Consults with the necessary personnel to identify priorities for the LEAF system and opportunities to improve theAgency's efficient use of the system. Uses this information to develop new or improved methods, prepares and presents concept and strategy papers and/or presentations, and demonstrates and communicates the effectiveness of using this system to meet agency goals. Monitors end user satisfaction to drive enhancements and increase performance. Develops data, creates reports, and measures trend analyses and functions in program areas for conformity. Reviews materials and monitors services about compliance with the standards of internal and external policies and regulations.
Researches and evaluates the LEAF system with respect to its suitability for: (a) communicating information; (b) leveraging efficient use of Agency materials; (c) adaptability to Agency requirements; (d) reporting; and (e) complying with HIPAA and all other applicable Federal laws and regulations. Evaluates LEAF system to identify user inefficiencies and develop action plans to increase efficient use of the system. This requires the incumbent to solicit feedback from system users and redesign workflows or recommend process changes to increase efficiencies in Dayton VAMC processes.
As new processes are being modernized, the incumbent is responsible for integrating these processes into the LEAF system in a manner that maintains efficiency and resolves organizational problems. The incumbent evaluates the unique needs of each service, in conjunction with the capabilities of the LEAF system, to modify the system to best meet the needs of the users. Collaborates with technical, clinical and administrative staff to develop system requirements that is considerate of system capabilities and limitations. Develops new LEAF policies, procedures, and guidelines as needed. Serves as an advocate for the LEAF system and best practices.
Work Schedule: Monday - Friday, 8:00am to 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of industry standard intranet/sharing platforms; knowledge of HTML and JavaScript programming languages and the JSON format to develop and troubleshoot advanced intranet site features and workflows; comprehensive skills with data analysis and applications in order to be able to provide expert and professional data analysis and consulting services and to develop and deliver appropriate reports, educational and training programs to all levels of employees; conducting detailed analysis of complex functions and work processes; Knowledge in a wide range of computer techniques, requirements, methods, sources, and procedures; Knowledge of database management of stored data, etc. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education directly related to the work of the position as outlined above that meets the requirements of the position.
