This position is the Administrative Officer for Engineering Service at VA Central California Health Care System in Fresno, CA, and accomplishes staff work that relieves the Chief, Engineering Service of administrative functions.
Duties
Major Duties include:
Uses analytical and evaluative methods and techniques to conduct studies of administrative practices to recommend changes in service operations.
Prepares an operating budget formulation package for the Engineering Service office using qualitative and quantitative techniques that correlate with the facility mission, organization goals, and all work processes.
Develops resource (staffing and funding) guidance for subordinate activities to follow within the Engineering Service in accordance and compliance with all laws and regulations.
Provides guidance to supervisors and or staff on personnel issues (i.e. employee labor relations).
Develops supporting documentation (i.e. position descriptions, rating criteria, selection justifications) in the recruitment process for all of Engineering service.
Assists managers in developing employee performance plans.
Coordinates with managers to update position descriptions.
Serves as a liaison with the human resources office.
Conducts cost analyses to determine the effectiveness of proposed cost containment initiatives and/or outsourcing proposals.
Coordinates all service-level programs with knowledge of how to develop guidance on techniques for improved management conceptions for service efficiency.
Oversees special projects and/or contracts as necessitated by workload and/or expertise.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/10/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Directs all administrative activities of the Service including budget and financial management, human resource management, strategic planning and program management; Creates reports, coordinates and schedules meetings, and submits requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); Maintains and updates department or service-level databases and shared computer drives; Manages and balances financial aspects of general fund control points and purchase procedures; and Prepares and submits requests for recruitment, promotion, reassignment, and disciplinary actions. NOTE: Applicants wishing to receive credit for such experience must clearly indicate the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree.

Physical Requirements: Light lifting and routine office tasks are the only physical demands. For incumbent, lifting is limited to 10 pounds or less, and keyboarding is limited to 20 minutes per hour. Work is performed primarily in an office setting.
