The position is under the general supervision of the Chief Financial Officer (CFO). Employee is expected to determine the work methods and procedures for the position and, using standard agency accounting practices, to perform independently on continuing assignments and problem resolution. Employee will perform budget, accounting, payroll, agent cashier and administrative duties within the service.
Duties
Major duties include but are not limited to the following:
Determines the proper cost center and budget object code in order to enter obligations into the cost accounting system;
Reconciles undelivered orders and accrued services payable hard copy files with electronic spreadsheet data. Locates any discrepancies by tracing entries and takes corrective action;
Acts as a user administrator for G-invoicing system. Create users and controls user access in G-Invoicing. User Administrators are responsible for verifying that VA policy on internal controls is maintained and that segregation of duties requirements are upheld;
Receives, reviews, analyzes, and classifies a variety of source documents. These may be obligation documents i.e., purchase orders, contracts, travel orders, bills of lading;
Reviews source documents for completeness, adequacy of funds, correctness of accounting data and validity;
Determines proper Financial Management System (FMS) transactions to generate necessary general ledger entries and initiatives input into the FMS computer system for undelivered orders, accounts payable, accrued services, etc.;
Locates any discrepancies by tracing entries and takes corrective action;
Processes amendment letters and adjustment vouchers to correct or adjust previously submitted data;
Conducts research to answer vendor inquiries and responsible for having bills of collection issued, when necessary;
Processes the Agent Cashier cash replenishments by reviewing all documents and submitting transactions to the Centralized Accounting Office.
Verifies accuracy through the Agent Cashier Schedule of Replenishment Report
Maintains various record controls of financial document transactions in accordance with the latest Records Control Schedule;
Prepares, edits, and archives all official correspondence requiring the Chiefs signature or approval.
Ensures all staff use TMS and monitor TMS usage as well as training completions and accomplishments.
Prepares correspondence independently or with limited supervisory input with a high-quality product that is grammatically and technically sound.
Work Schedule: Monday - Friday; 7:30 am to 4:00 pm or 8:00 am to 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06 grade level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience examining and providing payment oversight for all types of vouchers, invoices, claims, and other request for goods and services; Assisting with audits of fund control points and other Fiscal internal audit programs; and skilled in analyzing accounts and determining applicable adjusting entries required to reconcile and balance accounts. Skilled in the use of computer keyboard and a 10 key calculator to make appropriate verifications and determination of the accuracy of a variety of procurement documents, report reconciliations, and various numerical computations. Incumbent must also possess a working knowledge of various office equipment required for research and analyzing inquiries. Equipment utilized includes cash counting machine, facsimile, copier, and personal computer, including hardware and software.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is principally sedentary. There is occasional lifting of computer-generated schedules and files.
