This position serves as a Property Manager in the Management Division of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area (s).

Duties

The Cincinnati VA Medical Center is a two-division campus located in Cincinnati, Ohio and Fort Thomas, Kentucky serving 15 counties in Southwest Ohio, Northern Kentucky, and Southeast Indiana with 6 Community Based Outpatient Clinics located in Bellevue, KY; Florence, KY; Lawrenceburg, IN; Hamilton, OH; Clermont County, OH, and Georgetown, OH. Cincinnati VAMC also supports two off main campus locations in the Cincinnati area via an Eye Center and Mental Health Outreach Community Division. Major Duties Lifecycle Management: Conducts short, mid and long-term advanced planning for new and replacement NX assets, utilizing enterprise- wide computerized planning tools. Analyzes data to include projected lifecycle down time, repair rates, lost workload, cost, depreciation, trade in value and other factors which impact procurement decisions. Participates in VISN and facility strategic planning to support major construction projects, activation of new facilities, and reuse of existing space involving multi-million dollars projects. Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase high-tech, high- cost medical devices, surgical equipment devices and major classes of materials, displaying familiarity with contracting laws and regulations with industry practices. Supports customer and acquisition personnel in developing requirements, utilizing mandatory sources and standardization of sources. Exercises Ordering Officer in determining best value and contracting sourcing. Conducts data information analysis for acquisition planning associated with materials and or capital equipment. Assists customers in the creation of Performance Work Statements for equipment procurement. Researches alternative sources for equipment procurement, determines the best purchasing and payment method to utilizes. Makes decisions regarding (FAR0 and the VA Acquisition Regulations (VAAR) for competition and formal advertisement. Analyzes and advises the customer on equipment purchase recommendations utilizing the "best value" approach. Conducts market research on product pricing and performance. Identifies equipment items that offer the greatest potential for standardization. Reviews and reports back to Fiscal on listings of delinquent payments and receipts of equipment purchase orders. Corresponds with procurement officials, vendors, project engineers and other stakeholders to resolve issues. Coordinates final disposition of NX assets. Implements Federal and Agency programs to promote maximum utilization of excess property. Disposes of surplus or excess property in accordance with specific agency directives and procedures. Acts as the Custodial Official for VA during the sale process and until property is removed from the assigned area. Supports other elements of the organization and performs other duties as assigned. Inventory Management and Control: Ensures equipment accountability at each service line is appropriately managed, assigned, and monitored through the monthly 5% inspection program. Researches causes and locations of items not found during inventories. Analyzes specific situations and determines specific facts comprising the equipment loss. Maintains Equipment Inventory List accounts Manages and controls all inventory transactions for non expendable medical equipment requests and transactions. Initiates Reports of Survey (ROS) for lost, damaged or stolen property. Reviews ROS for accuracy and completeness. Maintains and controls ROS register, follows through with necessary documentation and records maintenance and tasks necessary action. Resolves inventory problems requiring extensive and exhaustive research of receipts, issues, surveys and other available sources. Ensures accuracy of all personal property records and property documents which support the general ledger accounts. Ensures all equipment is properly classified by assigning the correct Category Stock Number. Capitalizes all equipment over $1,000,000.00 in the EIL and fixed Asset Package, reports monthly depreciation values to Fiscal Service. Identifies and rectifies asset management issues with other services, VISN-level staff, or support contractors. May be directed to travel to all VA HCS and catchment area locations to perform equipment management duties, transferring of equipment and disposal / recycling of equipment. Qualifications

To meet the minimum qualifications for this position at the GS-07 grade level, you must meet one of the following: EXPERIENCE: One (1) full year of specialized experience equivalent to the GS-05 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes: conducting research and maintaining perpetual inventory accounts for non-expendable equipment in a data base system; determining required sources of equipment, purchase card program and simplified acquisition procedures; using bar code scanning equipment and appropriate tagging equipment to implement property accounting systems; researching and analyzing information to resolve questions and issues, and improve operations; and advising on the management, control, and accountability of equipment in use. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ GRADUATE EDUCATION: Successfully completed 1 full year of graduate level education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Grade Point Average: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. Specialized experience includes: maintaining inventory control records in an automated system; managing a property management program and determining the means and methods to resolve issues and improve operations; determining required sources of equipment, purchase card program and simplified acquisition procedures; researching and analyzing information to include tracing sequences of inventory management transactions; and advising on the management, control and accountability of equipment in use. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ GRADUATE EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Physical Requirements: Involves a mix of working in an office environment to working in a warehouse to assist in processing new equipment receipts and entering into the EIL. A great amount of time walking and climbing stairs is required to conduct on-site inventories of EIL equipment. Lifting of up to 40 pounds is required when receiving new equipment at the facility and preparing for the sale of excess property. Work conditions are often indoors, but could occasionally be dirty, hot, humid or unusually cold when involved in property inventories, disposal of equipment, transferring of equipment between serviced locations and recycling centers. Work Environment: Work is performed generally in an office setting with access to a personal computer and computerized and manual equipment records. Frequent trips to areas throughout the VA HCS and catchment areas, including Veterans' rooms to conduct equipment inventories and assist with problems are required. Work is also routinely performed in warehouse areas where pertinent safety and security procedures must be followed. May be directed to travel to all VA HCS and catchment area locations to perform equipment management duties, transferring of equipment and disposal/recycling of equipment.
