THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FACILITY MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D0536000 and is part of the FL CBJTC, National Guard.

Duties

As a Facility Management Specialist, GS-1640-11, you will receive, verifie and coordinates approval of all initial ARNG requests for construction and maintenance/repair projects. Provides technical guidance in development of program documents and informational data to support the total construction program which includes the development of program scope documents. Develops planning documents to determine general characteristics of projects by applying technical criteria outlined in related National Guard Bureau (NGB) publications and regulations. Ensures that work orders are prepared and priorities determined to track planning and progress through to project completion. Prepares project estimates to include manpower and material costs.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Security Clearance requirements are determined by position and/or MOS/AFSC compatibility.
  • Participation in direct deposit is mandatory.
  • May be required to successfully complete a probationary period.
  • Males born after 31 December 1959 must be registered for Selective Service.

Qualifications

AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open ONLY to ON BOARD excepted permanent/indefinite (T32 and T5) technicians employed by the Florida National Guard. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLARNG BUS Code NG5022: This position is "included" in the bargaining unit and eligible for labor organization representation. MILITARY GRADES: Warrant Officers/Officers: WO1 thru O4 GENERAL EXPERIENCE: Must have experience, education, or training which has provided the applicant with a knowledge of equipment maintenance work, or skill in reading engineering drawings and specifications, using test instruments, making computations, and keeping records; experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-11. Must have at least 1 year equivalent to at least GS-9 experience, education or training which demonstrates the knowledge of, and skill in applying, a comprehensive range of principles, concepts, and practices concerning equipment, facility, or service operations with complicated technical requirements that have no clear precedent or plan; experience overseeing and implementing a program involving the identification and resolution of difficult issues or problems; experience preparing budgets based on plans for maintenance, repair work, new construction alteration projects, replacement of existing equipment, or increase in services and processes to ensure program effectiveness; experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree in an engineering, industrial arts, property management or business administration.

OR

Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in an engineering, industrial arts, property management or business administration.

OR
