Duties
You will be responsible for funds control and reimbursement of current and past years' treasury funds.
You will be responsible for overseeing and administering of accounting program of BUMED and subordinate organizations worldwide.
You will be operating in two separate Treasury Indexes which requires the management of financial data in two separate accounting systems of record using different language and budget structures.
You will prepare or brief the Surgeon General for presentations to congressional committees, if needed on accounting information supporting programs with national interest.
You will provide authoritative advice to the Comptroller, BUMED on all accounting matters.
You will certify the BUMED status of fund and U.S. Standard General Ledger accounts under delegated authority from Comptroller, BUMED.
You will provide managerial, administrative, and technical direction directly and indirectly to subordinate accounting staff.
You will plan assignments, monitor work through subordinate supervisors, setting and adjusting short - and long-range priorities with the division.

- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing concepts, principles, practices, laws, and regulations of accounting and funds control.
Experience applying government accounting standards, the U.S. Standard General Ledger, the DoD Financial Management Regulation, and the DoD Standard General Ledger.
Experience researching, reporting, reconciling, and closing out transactions in both treasury indexes to prepare balanced financial statements.
Experience developing resource requirements for release to maintain and execute accounting program and systems.

Basic Requirements
- Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following:
- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
