The primary purpose of this position is to perform unit flight services, scheduling unit airspace, manage flying hour execution program, manage aviation service data, flying history, and training data pertaining to all Rated/Non-Rated officers, Career Enlisted Aviators, and Parachutists. Administers public law and regulations regarding aviation eligibility.

Duties

Responsible for Flight Services, obtaining flight clearances, and validating required Flight Crew Information File (FCIF) and other Go-no-Go pre-flight data. Provides technical guidance and expertise in the scheduling of the flying unit. Monitors substantiating personnel listings, independently determines the status of incoming/outgoing Personnel in Change of Station (PCS), Separation/Retirement, and Temporary Duty (TDY) status, and performs a wide-range of aviation management duties. Manages aviation resource programs, utilizing reports and the Centralized systems; monitors the resources and training requirements for mission accomplishment and safety of flight.

  • Experience in the Aviation Resource Management and Aviation Resource Management System is highly desirable
  • May be required to travel Temporary Duty (TDY) as directed by management, sometimes on short notice, traveling by military or commercial aircraft or by any other designated means
  • May be required to work other than normal duty hours and tours of duty such as rotating shifts, overtime, weekends, call back, uncommon tours of duty, holidays, etc. Employee may be required to carry a cell phone.
  • DFAS Case Management System (CMS) knowledge is highly desirable
  • May be required to participate in contingency situations, real world and exercise, as directed
  • May be required to attend various training courses to gain/maintain job proficiency
  • Incumbent may be required to complete Chief Host Aviation Resource Management course to obtain certifications necessary to perform additional duties

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-06, or equivalent in other pay systems. Examples of specialized experience includes knowledge of extensive body of Aviation Resource Management (ARM) objectives, policies, technical rules, guidelines, instructions, regulations, policies and precedents to support ARM and flight pay and training requirements; initiating actions to execute aviation management policy and procedures; producing and monitoring weekly/monthly flying schedule; developing scheduling reports and maintaining scheduling database; providing flight services, aircrew/parachutists training, wing flying hours, scheduling airspace and maintaining aircrew/parachutists flight training records of aircrew/parachutists; knowledge of a wide range of computer/automated data processing techniques, requirements, methods, sources, procedures, system software/hardware and analytical and diagnostic methods. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of and skill in applying Aviation Resource Management (ARMS) directives, instructions and manuals with emphasis on knowledge of personnel flight records maintenance, operating/navigating ARMS data system operating procedures, file structure, interface requirement sand oracle browsers; preparation, processing and auditing of associated documents. 2. Knowledge of aviation administrative duties; scheduling, maintaining aircrew/parachutist training records, compiling reports, and monitoring the resources and training requirements for mission accomplishment and safety of flight. 3. Knowledge of and ability to use computer equipment and various administrative software programs for office administration and understand the complexities and limitations of such. 4. Skill in interpreting and explaining the law and regulations relating to all facts covering assigned area and to review records, identify errors and determine and resolve problems. 5. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing; and work in a professional manner. 6. Ability to work in a high operations tempo atmosphere and communicate with tact, courtesy and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
