The Supervisory Financial Administrative Specialist works in the Support Services Division at the VBA Reno Regional Office (RO). In this capacity, the incumbent is fully experienced and serves as the subject matter expect for internal and external customers on operational matters and on exercising program responsibility.

Duties

This position serves as the Supervisor for the Finance Section, Support Services Division, for the Reno Regional Office (RO). The primary purpose of the work is to manage and direct the operations of the Finance Section, Accounting Unit and Operations Unit. Provides management and operating officials advice on all financial matters, and to prepare, present, and execute the RO budget. Administers a fiscal program that includes payments for general operating expenditures and benefit programs. Serves as a subject matter expert on all aspects of fiscal and accounting activities. Provides management and operating officials, advice and assistance on all financial matters. Formulates, presents, and executes the station's budget. Advises station management on the availability of funds. Maintains an integrated computerized accounting system using the principles of double entry, self-balancing set of books. Establishes internal controls to assure that public funds are handled in accordance with applicable laws. Analyzes financial records and controls to determine the degree of financial efficiency, economy, and effectiveness of the program. Administers a program to ensure prompt and accurate payment of employee salaries, benefits, and awards. Maintains compensation, pension, and education benefit payment records. Supervises employees in Operations and Accounting Determines training needs of staff. Advises, counsels, and instructs subordinate employees on work and administrative matters. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/11/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-12 position you must have served 52 weeks at the GS-11 level. Specialized Experience: GS-12 Level: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11). Specialized experience is defined as administration and oversite of fiscal programs that include the payment for general operating expenditures and payments. Additionally, candidates must show experience in two of the following areas to be considered: Administering an agency benefits payment program; Experience in the functional aspects of the finance section to include completion of financial statements, cost reports, and balance sheets; Maintaining an organization budget for staff expenditures; Providing accounting analysis and advice to senior management officials Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. Some work may require walking in offices and similar areas for meetings and to conduct HR work. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
