The incumbent is responsible for assisting in the prioritization of the work assignments of the Accounting Technicians and assists in the training of the accounting staff.
Duties
Major Duties:
Responsible for the maintaining and controlling accounts and accounting transactions in a highly complex finance and accounting system.
Prepares journal vouchers, transfers between government agencies, inter-office transfer vouchers and expenditure transfers.
Conducts substantial research of current accounts, historical data, source documents, etc., to develop and explain detailed information not otherwise readily available.
Identifies trends, discrepancies, and patterns for further analysis by accountants.
Performs the more difficult monthly reconciliations of the general ledger and subsidiary accounts to assure that the basic accounting data and the computerized and manual reports are in balance.
serves as the primary contact for the Accountant and Chief Accountant for assigning the daily workload to accomplish the mission of the Accounting Team.
Distributes and balances workload among Accounting Technicians, assuring timely completion of work and assuring that each accounting Technician has sufficient workload.
Assists in setting up procedures, processes and a monitoring and reporting system to assure that all day-to-day accounting workload is completed.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-08 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge and ability in accounting procedures; ability to maintain and analyze accounts; problem solving complex accounting issues; leading accounting staff and answering questions; serving as expert in accounting practices; and knowledge of accounting systems and maintenance of General Ledger accounts. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary. However, there may be some walking, standing, bending, and carrying of items such as papers and books.
