This position is located in the Office of the Under Secretary of Defense for Research and Engineering (OUSD (R&E)). The USD(R&E) serves as the Chief Technology Officer and is responsible for research, development, and prototyping activities within the Department of Defense (DoD).
Duties
Incumbent typical work assignments may include the following:
Leading the advancement of software assurance engineering design concepts, standardization, and the implementation of enterprise and embedded software within the Defense Adaptive Acquisition Framework for military systems.
Developing roadmaps and offering recommendations for software assurance research and development needs to enhance the SwA and resilience of military systems based on systematic findings.
Leading the development of strategies, policies, processes, and procedures for assessing and mitigating software vulnerabilities in military systems throughout all phases of their life cycle.
Advocating for and promoting the adoption and application of secure software supply chain development practices.
Advancing practices for independent validation and verification of software products, including assessments of the software development process and products.
Collaborating with OSD, Military Departments, Agencies, industry partners, and academia to create software assurance frameworks and roadmaps for researching, designing, and implementing software-assured systems.
Collaborating with OSD, Military Departments, Agencies, industry, and academia to advance SwA assessment guidance, methods, and best practices, including validation of security requirements, risk analysis, threat analysis, and vulnerability assessments for diverse military systems.
Leading the Software Assurance Community of Practice (SwA CoP) and partnering with the Joint Federated Assurance Center organizations to advance joint software assurance initiatives and recommend improvements to SwA tools, processes, practices, and competencies based on lessons learned.
Developing methodologies to identify, communicate, and track software assurance issues and their resolutions.
Collaborating with DoD stakeholders to advance DoD-related software assurance policy, guidance, best practices, standards, education, and training.
Partnering with various organizations, including the Office of the Secretary of Defense (OSD), the National Security Agency, United States Cyber Command (CYBERCOM), DoD Chief Information Officer (CIO), Military Departments, Agencies, Federal Agencies, industry, academia, and other external stakeholder organizations to advance and implement SwA initiatives.
Maintaining effective liaison with DoD organizations, government agencies, industry partners, technical groups, and international organizations.
Resolving challenges and incompatibilities regarding SwA policy and implementation activities by arbitrating and determining courses of action in various engineering and acquisition forums.
Representing the Director of Systems Security on SwA activities and responsibilities at conferences.

BASIC REQUIREMENT for the NH-0801: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. ORB. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional.
BASIC REQUIREMENT for the NH-1550: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.
You may qualify at the (GS-14/NH-IV) level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13/NH-III grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to provide frameworks and roadmaps for related to software assurance that involve at least one of the following activities: research, design, implementation of software-assured systems, defining software assurance assessment methods, developing software assurance policy and guidance to assist DoD organizations in incorporating and addressing a comprehensive set of software security requirements, cybersecurity measures, test, and risk management within the acquisition system.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission. The "certification" must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation. Your preference and/or appointment eligibility will be verified prior to appointment. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible." Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
