Duties

You will ascertain the facts and research the law to develop a litigation strategy calculated to secure the best possible outcome in assigned litigation. You will marshal evidence; prepare witnesses; and employs experts, consultants, and litigation support services to execute the litigation strategy effectively. You will draft and review pleadings, briefs, motions, correspondence related to assigned litigation; conduct discovery and respond to discovery requests and court orders. You will develop or oversee the development of the Administrative Record (AR) in Administrative Procedures Act Litigation and Rule 4 file in litigation before the Armed Services Board of Contract Appeals. You will be responsible for directing, coordinating and reviewing the work of the ad hoc team and for assisting less experienced attorneys serving as co-counsel on assigned cases. You will be responsible for managing coordinating legal advice across the program organization and within the relevant OGC communities of practice.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

The positions will be filled under the General Schedule (GS) pay system at the GS 14 level. To be considered for a position at the GS 14 level, the successful applicant must have three- and one-half years of recent and relevant legal experience. To be considered for a position at the GS-15 level, the successful applicant must have a minimum of five-and-one-half years of recent and relevant legal experience. Candidates will be evaluated on the following: (1) recent and relevant litigation experience (2) government contract law/litigation or complex commercial or construction litigation (3) excellence in legal analysis and written and oral communication skills; and (4) ability to work cooperatively and effectively on difficult tasks under time pressure with people of diverse interests. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or, Law Firm/Office beyond the day-to-day legal practice are desired. Candidates must have graduated from a law school that is accredited by the American Bar Association, be an active member in good standing of the bar of the highest court of a State, U.S. Commonwealth, U.S. territory, or the District of Columbia, be admitted to practice before a state or federal court. The successful applicant must be a U.S. citizen and be able to obtain and maintain a SECRET level security clearance. Occasional travel will be required. This position is eligible for light telework, with up to six days of telework a pay period. Applicants must submit a resume; two brief legal writing samples (no more than 10 pages each) that demonstrate analytical and/or advocacy abilities (excerpts of larger pieces may be submitted); the two most recent performance appraisals with rating official narrative, if available; and the names and phone numbers of at least three references who may be contacted. The application should indicate the lowest grade level that the applicant will consider. Attorneys who have graduated from law school less than 5 years prior to the announcement closing date must provide a copy of their law school transcripts, including class rank. Current federal employees must also provide a copy of their most recent SF-50 form. Please redact social security numbers from any submitted documents. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
