The Primary Purpose of the Position is: to function as a senior level accounting tech with complete fiscal accountability of the Purchase and Hire, In House Construction Teams, and maintain complex operational fund control points. The Organizational Location of the Position is: Administrative Section, Engineering Service, VA North Texas Health Care System, Dallas, TX.

Duties

Duties include but are not limited to: Routinely provides and informs Chief Engineer, Associate Chief Engineers, Administrative Officer, Section Chiefs and Supervisors of account balances, transaction information and A&MMS deadlines/requirements. Maintains time and attendance records for all P&H employees/construction contract employees. Services as official timekeeper, entering all data into VISTA time and attendance records system. Serves as an alternate timekeeper for other Engineering employee time and leave sections. Serves as backup to the Engineering Accounting Technician. When serving in this capacity. Responsible for fiscal accountability of funds as the administrative/or the Project Accounting Technician, which includes a wide and intricate variety of administrative project/construction, cost accounts and ledgers and programs, constituting all accounts and sub accounts within the individual programs. Reviews all documentation submitted for payment and determines validity and accuracy before certifying. Prepares, receives, analyzes and records purchase requests pertaining to construction or engineering program accounts using accurate sub accounts within expenditures related to contracts and other Engineering programs/funds control points. Review records to determine accuracy of costing, timelines or reconciliations and appropriateness of purchases. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described as below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Use accounting procedures related to appropriation funding, allotments, obligations, and disbursements. Analyzing the interrelationship of accounts that are affected by varied transactions. Entering, modifying, retrieving, and deleting information in an automated general ledger system Provide a variety of procurement transactions and documents, accounting symbolic codes, account structures and procedures for setting up liquidating obligations Balancing General Ledger Accounts and selecting the proper code, accounts affected, and providing for necessary accruals to affect the proper balance of accounts in the accounting system collecting and compiling accounting data to prepare all subsidiary reports. Communicates with a wide variety of individuals to obtain or provide information, to correct or prevent errors occurring in a transaction cycle. Experience in a position that involved a variety of complex duties requiring the individual to use judgment in adhering to established work priorities, to meet deadlines. Prepares reports using basic/advanced functionality of all Microsoft Office applications. Ability to accumulate, records and correct data of a complexity to that found in the position description. Experience which requires the ability to interpret and apply regulations, instructions, guidelines, and determine their applicability to situations. You will be rated on the following Competencies for this position: Research Principles of Accounting Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
